About The Position

At the Allegheny County Department of Human Services (DHS), our mission is to improve the well-being of the County’s most vulnerable residents. DHS operates, influences, and funds essential services worth more than $1 billion annually, supporting over 200,000 residents each year. These services include treatment for mental health and addiction, homeless housing, and child and older adult protective services. We are seeking a Finance Administrator to lead the financial operations for the Allegheny County Department of Human Services (DHS), encompassing six program offices: Area Agency on Aging (AAA), Office of Behavioral Health (OBH), Office of Children, Youth and Families (OCYF), Office of Community Services (OCS), Office of Developmental Supports (ODS), and Office of Community Justice & Safety (OCJS); and four support offices: Office of Administration (OA), Office of Equity & Engagement (OEE), Office of Analytics & Technology and Planning (ATP) and Office of Strategy & Planning (OSP). This position reports to the Director of the Office of Administration and oversees 4 direct and 20 indirect-report staff. Ideal Candidate The ideal candidate for the Finance Administrator role is a highly skilled and experienced public sector financial professional who brings deep expertise in fiscal management, auditing, financial analysis, and budget systems. This candidate demonstrates strong leadership and supervisory abilities, successfully guiding financial teams to ensure accuracy, efficiency, and compliance across complex funding streams, including federal, state, county, and private sources. With a collaborative spirit, they work seamlessly across departments, program offices, and external provider agencies to support effective budgeting, reporting, claims processing, and audit readiness. They are adept at troubleshooting financial issues, providing technical assistance, training staff and providers, and ensuring the integrity of financial operations. Above all, the ideal candidate is a strategic thinker who can anticipate organizational needs, contribute to long-term planning, and ensure that financial solutions advance operational goals, strengthen service delivery, and promote the fiscal stability of the organization.

Requirements

  • A Bachelor’s degree in Finance, Accounting, Business Administration, or a related field AND five (5) years of professional experience in fiscal management, auditing, economic analysis, fiscal planning, budget systems analysis, or a related field to include three (3) years of management experience.
  • Or An equivalent combination of education and experience may be substituted.

Responsibilities

  • Oversees the Revenue & Claiming, Fiscal Reporting Accounts Payable and Title IV-Eligibility units.
  • Establishes priorities, performance standards, internal policies, and procedures for Finance staff in the area of fiscal operations.
  • Collaborates with the Deputy Director, Office of Administration (OA), and the Administrator, Bureau of Contract and Compliance (BCC) in carrying out the fiscal policies, rules, and regulations of the Pennsylvania Department of Human Services (DHS), Pennsylvania Department of Aging (PDA), Department of Agriculture (DOA), Department of Health (DOH), and Department of Drug and Alcohol Programs (DDAP).
  • Provides timely financial reports, analysis, and advice to assist with organizational decision-making.
  • Acts as the DHS liaison to the Allegheny County Department Management and Budget and manages the development of DHS County budget.
  • Assists in the preparation of budgets required for the State annual budget plans by statistically verifying the relationship of fiscal and productivity data accumulated from contract agencies in cooperation with DHS program offices.
  • Oversees the administration of all grants including federal, state, private, and donated revenues.
  • Reviews and approves submissions to and communications with federal and state agencies, including monthly and quarterly reports, budgets, and budget amendments.
  • Standardizes internal procedures as needed to establish consistent monitoring and oversight of the various revenue sources. Coordinates and collaborates with DHS offices working with financial services, budgets, reports, vouchers payable, JDEdwards expenditures, as well as PA DHS, PDA, POA, DOH, DDAP, federal funding sources, and private agencies and foundations.
  • Establishes standards for the internal account structure procedures to provide payment of services and reimbursement of expenditures to agencies, for budgetary control purposes, and for preparation and submission of statements and reports in accordance with standards and procedures.
  • Implements fiscal policies and procedures for DHS consistent with the requirements and key functions established by the PA DHS, PDA, DOA, DOH, and DDAP, Allegheny County, and federal funding sources and private agencies and foundations.
  • Coordinates compliance and financial statement audits in liaison with outside auditors.
  • Maintains working knowledge of regulations related to federal, state, and private funding.
  • Acts as a liaison for DHS with contract service provider agencies regarding technical assistance and other initiatives designed to support provider agencies in compliance with ACDHS requirements and financial stability.
