And that’s where you come in. The Solution Engineering Manager (SEM) is the Technical Bid/Project Manager for the Engineering organization. They provide the principal engineering delivery leadership, direction, management decision authority, and support to the Bid/Project. This role requires a solid combined technical and managerial foundation to lead the engineering effort on the Bid/Project to ensure the solutions endorsed by the Project Design Authority (PDA) are: Defined, planned, and estimated accurately for Bids within the Bid schedule timeline and cost agreed with Bid Manager. Delivered according to approved schedule and budget with PMO for Projects. The SEM plays a critical role in both Bid and Project phases, acting as the focal point for all engineering deliverables. Responsibilities range from managing technical milestones during bids, overseeing the design’s consistency, and validating cost estimates, to delivering the entire engineering solution during project execution.

Requirements

  • Extensive experience (5+ years) in system-level signaling project delivery.
  • Proven leadership of multidisciplinary engineering teams and customer communication management.
  • Experience with bid processes, work package management, and people management.
  • System design expertise in safety-critical systems and software-heavy systems.
  • Understanding and application of CENELEC standards.
  • College or University graduate in Engineering or equivalent technical field.

Nice To Haves

  • PMP or IPMA certifications are a plus.
  • Preferably, a Degree in Engineering.

Responsibilities

  • Drive technical activities and manage technical milestones, such as Solutions Orientation Review (SOR).
  • Ensure design consistency with the technical solution and NRCs approved by the PDA.
  • Provide support to define detailed scope splits in collaboration with the Bid Manager and Capture Lead.
  • Consolidate and review functional Engineering estimates (e.g., hours, risks, assumptions, hardware items).
  • Manage inputs to the Bill of Quantity (BOQ) from engineering functional teams.
  • Support bid milestones with materials and technical participation, contributing to BKO/BBR/CCR and Gate reviews.
  • Interface with customers during engineering workshops to clarify technical solutions.
  • Identify and manage technical risks and opportunities during Bids.
  • May assume additional roles (e.g., PDA, System HW design estimator) as needed.
  • Provide engineering leadership to multidisciplinary teams, ensuring delivery meets time, cost, and quality.
  • Define strategy and lifecycle processes for engineering solutions.
  • Write and oversee Solution Engineering Management Plans (SEMP).
  • Ensure industry standards (e.g., CENELEC) are applied correctly.
  • Support change management and risk mitigation as it affects engineering solutions.
  • Align engineering workloads with project needs, ensuring skill gaps are identified and addressed.
  • Manage integration and migration of solutions with client infrastructure.
  • Facilitate lessons learned and project capitalization efforts.
