About The Position

The Gage East Supportive Housing Site Director is responsible for carrying out the mission of CCHC by guiding the overall operation of the supportive housing program(s) including managing housing and services that serve homeless, single youth ages 16 to 24 and families with children. This upper level management position involves ensuring the CCHC culture of treating all people with dignity and respect is established and maintained within their community of staff and clients. This person is responsible for leading a team of employees, volunteers, and partners to carry out the property and program goals based on “Housing First” and “Harm Reduction” philosophies.

Requirements

A degree or equivalent experience in human services, business administration, program management, mental health or chemical dependency managerial roles, subsidized property management, or related fields is required.
Supervisory experience is also required.
This position requires a valid driver’s license and dependable transportation.
This person must pass and maintain Minnesota Background Study clearance.
Ability to read, analyze, and complete documentation required by government agencies and communicate through speaking, listening, and writing effectively with residents and outside agencies.
Ability to perform basic mathematical functions such as addition, subtraction, multiplication, and calculating percentages.
Demonstrated competency using computer programs such as Microsoft Word and Excel as well as ability to learn and use new systems as needed.
Self-motivation and the ability to work independently including prioritizing job duties.
Manage and successfully lead and motivate a team of diverse individuals with various job duties
Ability to maintain confidentiality.
Understand and be sensitive to the effects of trauma on an individual and its impact on successful residency, including an understanding of homeless populations
Skill in establishing and maintaining positive relationships with diverse residents, applicants and staff.
Regular attendance, reliability, and punctuality
Available to respond to occasional property or tenant emergencies
Sensitivity and effectiveness when dealing with people from diverse backgrounds and with special needs.

Responsibilities

Understand “Housing First” and “Harm Reduction” philosophies and apply as needed to specific management duties.
Recruit and develop staff including employee, volunteer, and contracted positions. Actively manage staff development including coaching, mentoring, performance assessments, discipline and timekeeping. Attend meetings and trainings appropriate to the program and ensure staff do the same. Conduct train-the-trainer sessions as needed.
Assist in preparing and managing program’s annual budget by monitoring spending throughout the year.
Assist with grant writing and reporting.
Review monthly financial reports and prepare budget variance and project narrative monthly. Participate in property and program operations meetings and Site Director meetings.
Inspect interior and exterior of buildings to monitor the appearance, cleanliness, maintenance, attractiveness, and safety of the property.
Oversee resident activities and resident supportive services.
Assist Property Manager in accurately processing tenant certifications in a timely manner and pre-qualify residents for program status.
Ensure departing residents are properly moved out and all paperwork is completed.
Understand and enforce program rules including resident selection, Fair Housing laws, building safety, health codes, and local ordinances.
Develop and maintain resident files and records for funders and compliance agencies.
Develop methods of evaluating program outcomes; monitor and report the progress of program goals/outcomes. Provide timely reports to funders, partners and supervisor.
Compile statistical information to complete reports for various funding sources on a routine basis including HMIS, Esnaps, APR, and CCHC data collection systems.
Provide tours and engage in public outreach events as requested. Act as liaison with community service partners, law enforcement, advocate, etc. Participate in Continuum of Care (COC) meetings.
Code and submit all invoices in a timely manner (at least weekly), including billings from sub-grantees.
Oversee and implement contracts as needed.
Participate in CCHC and funder inspections. Acts as liaison with Asset Manager and Property Manager as needed to ensure completion of capital projects.
Maintain vehicle(s) assigned to the program including oversight of maintenance, gas cards, and insurance.
Respond to occasional emergencies after hours or on weekends. Fill in for staff as needed.
Respond to resident grievances and concerns pertaining to program activities, participants and employees. Manage difficult resident and employee issues by deescalating potentially volatile situations and seeking additional help, including police assistance, as needed.
Responsible for program development of new initiatives including full implementation.
