Reporting to the Director, HR Operations and Continuous Improvement, the Senior Talent Acquisition Specialist is a high-level subject matter expert responsible for the execution of Payments Canada’s most complex and high-priority searches across all business units. This role acts as the temporary operational anchor for the recruitment function, focusing on high-stakes delivery, advanced sourcing, and meticulous recruitment analytics. The Senior is a credible, results-oriented recruiter who ensures process consistency and data integrity, providing real-time visibility into recruitment activities for senior leadership.

Requirements

  • Post-secondary education in Human Resources, Business Administration or a related field.
  • A minimum of seven (7) years of full-cycle recruiting experience.
  • Proven track record in sourcing and recruiting for high volume technical roles in a fast pace environment, at all levels of the organization, including executives.
  • Strong relationship management and consultative skills (with candidates, hiring managers, and key business partners); ability to influence, inform and negotiate.
  • Deep understanding of current HR legislation, specifically the Canada Labour Code, and experience in the banking or financial services industry.
  • Strong interpersonal and negotiation skills.
  • Eligibility to successfully complete background checks that will be carried out by Payments Canada, including criminal, credit, identity, employment, and education checks.

Responsibilities

  • Manage the full life cycle recruitment process for specialized, senior, and "hard-to-fill" roles across all business units.
  • Execute creative sourcing strategies for both active and passive candidates using advanced search and networking.
  • Lead and complete complex offer negotiations for senior candidates with diplomacy and focus on internal equity.
  • Own and maintain the recruitment tracker to provide real-time updates on all recruitment activities to the business.
  • Collect and analyze data trends to evaluate the success of sourcing strategies and identify process inefficiencies.
  • Partner with the talent team and HRBP team to use data trends to identify new opportunities within the recruitment cycle.
  • Cultivate effective, consultative relationships with senior leaders to provide customized recruitment solutions.
  • Work closely with the People team to ensure the optimized delivery of recruiting plans and outcomes.
  • Represent Payments Canada at career fairs and networking events to build a robust pipeline of external talent.
  • Independently manage the end-to-end recruitment lifecycle for the most complex, high-priority, and technical roles across all business units.
  • Design and execute advanced, creative sourcing strategies to identify diverse, high-caliber talent for executive and leadership positions.
  • Utilize expert-level search techniques and networking tools to build pipelines of "hard-to-fill" passive candidates.
  • Lead the final offer process for senior candidates, navigating complex salary structures and benefits negotiations with high diplomacy.
  • Own the maintenance and accuracy of the recruitment tracker to provide senior leadership with real-time updates on all active files.
  • Identify and address inefficiencies within the recruitment cycle, ensuring that "time-to-hire" and candidate experience meet high organizational standards.
  • Develop and refine high-level recruitment materials, including specialized interview guides, candidate assessments, and compelling job postings.
  • Maintain an expert understanding of the Canada Labour Code and local employment laws to ensure every step of the process is compliant.
  • Collaborate with HR team members to collect and analyze data, evaluating the success of specific hiring initiatives and recruitment plans.
  • Partner with the Talent and HRBP teams to use data trends to identify new opportunities for improving the talent acquisition process.
  • Compile comprehensive reports on recruitment metrics, including return on advertising investment and diversity sourcing success.
  • Act as the "power user" of the Applicant Tracking System, ensuring data integrity and leveraging all recruiting tools to drive decision-making.
