About The Position

This position develops, organizes, writes and edits operational procedures, manuals and policies designed to support pipeline construction, operation, maintenance, service and emergency response activities for gas operations. Other key objectives include designing and preparing curriculum for instructor led training classes, eLearning courseware and other materials that support natural gas training programs for progression students (i.e. apprentice through First Class), employees and contractors. Provides oversight and mentorship to the Engineer of Code Compliance and Training Development and reviews their work for accuracy / quality.

Requirements

  • Bachelor's degree in English, Journalism, Communications, or Teaching or equivalent work related experience
  • 5 years’ experience working as a Technical Writer and/or Instructional Designer
  • Ability to analyze and synthesize complex content.
  • Strong technical aptitude and ability learn new concepts and tools quickly
  • Excellent writing and proofreading skills.
  • Ability to write clearly and succinctly for multiple audiences using either formal or more casual tones.
  • Ability to use desktop applications (e.g., Microsoft Word, Excel, and PowerPoint)
  • Understanding of varied learning styles
  • Knowledge of learning assessment and evaluation methods

Nice To Haves

  • Experience in natural gas / energy industry a plus
  • Desired background in code compliance. Preference to understanding applicable codes, i.e. 49 CFR 192, 49 CFR 193, CMR 220, NH PUC 500, NH PUC 800, ME PUC 420, NFPA 58/59 and NFPA 59A.
  • Experience using course authoring tools (i.e. iSpring) and proficiency with various LMS systems

Responsibilities

  • Leads in the development and revision of procedural manuals for gas workers covering operations, maintenance, emergency response, and gas service procedures.
  • Evaluate, observe, verify and recommend changes to existing operating procedures that ensure compliance, worker safety and fosters a culture of continuous improvement
  • Oversight of Subject Matter Expert teams involved in the management of change process for operating procedures
  • Develops and follows standard templates and style guidelines to ensure alignment during the document review and editing process
  • Ensures consistent application of standards, design and document language across all deliverables.
  • Develops an understanding of code compliance for state and government pipeline regulations to ensure written operating procedures and work practices are compliant
  • Ensures annual / ad hoc changes to operating procedures, policy’s and work practices are communicated to employees and contractors including a documented review with in Company’s Learning Management System and in person training as necessary
  • Observe and document each human action in the field and compare to written procedure for the goal of improving OM procedures for consistency to all operating centers.
  • Capture procedural deviations for incorporation into existing procedures or provide field training to discourage work arounds.
  • Develops training materials to inculcate proper methods and procedures, and to promote an institutional culture favorable to compliance.
  • Design a variety of instructional materials for traditional instructor-led courses, eLearning courses, and other curriculum as needed.
  • Develop materials for courses based on information provided by subject matter experts and technical training instructors that simulate field procedures and work practices while instilling a safe working environment.
  • Design interactive eLearning courses that can provide the knowledge, skills and ability necessary to meet the learning objectives of the training department
  • Create formative and summative exam questions that accompany both instructor led and eLearning training materials with the goal of assessing the student’s aptitude, comprehension, retention and effectiveness of the presented content.
  • Assist with the administration of the Unitil Operator Qualification program in full compliance with 49 CFR 192, Subpart N
  • Monitor Operator Qualification (OQ) training and qualification records ensuring all employees that perform covered tasks are qualified and requalified within the established regulatory guidelines
  • Schedule employee training and testing dates in accordance with job progression deadlines and OQ adherence
