Environmental consulting firm seeking a Senior Stormwater & Environmental Compliance Program Manager with 15+ years of experience delivering complex stormwater, NPDES, and water quality compliance services. This role leads client programs, manages multidisciplinary project teams, and supports business development through exceptional technical execution and client relationships.

Requirements

  • 15+ years of experience in environmental consulting, stormwater compliance, or water quality program management.
  • Strong knowledge of MS4 permits, NPDES regulations, Industrial General Permit, TMDLs, and watershed management.
  • Proven ability to manage multiple clients and projects simultaneously.
  • Excellent communication skills and ability to lead multidisciplinary teams.
  • Demonstrated experience preparing technical reports and regulatory documentation.

Nice To Haves

  • Certifications such as CPSWQ, QSD/QSP, QISP/ToR
  • Experience supporting airports, ports, municipalities, industrial facilities, or regional water agencies.
  • Active participation in professional organizations such as CASQA, IEA, or similar groups.

Responsibilities

  • Serve as primary client contact for stormwater compliance programs, ensuring high‑quality deliverables and proactive communication.
  • Manage MS4, Industrial General Permit, and watershed‑based compliance programs across diverse industries and public agencies.
  • Lead monitoring programs, watershed studies, BMP evaluations, toxicity investigations, and regulatory reporting.
  • Prepare technical comment letters, interpret regulatory changes, and advise clients on compliance strategies.
  • Oversee project budgets, schedules, staffing, and quality control for multiple concurrent projects.
  • Significant contributor to proposals, scopes of work, client presentations, and strategic growth initiatives.
  • Provide technical guidance on BMP selection, installation, inspection, and performance optimization.
  • Deliver training for client staff, tenants, and facility operators on stormwater compliance requirements.
  • Mentor junior and mid-level staff in professional development and building job and client relation skills.
  • Write, speak, present, and represent the company in technical symposiums, industry groups and publications.
