About The Position

In this role as an Associate Construction Stormwater & Environmental Compliance Specialist, you will have the opportunity to work with a dynamic team within an established global infrastructure consulting and engineering company. You will support proposal, design, procurement, and construction teams in identifying, mitigating, and managing environmental compliance risks on complex infrastructure and industrial construction projects. You will help develop practical environmental plans, procedures, matrices, and training materials that enable project teams to execute work safely, efficiently, and in compliance with federal, state, local, and client-specific requirements. Join Black & Veatch’s Environmental practice focused on environmental stewardship, regulatory compliance, and practical solutions for clients and their projects. This position will be based out of one of the following office locations (Overland Park, Houston, Dallas, Denver, Orlando, Raleigh). However, candidates outside of these locations can also be considered near a Black & Veatch office.

Requirements

  • Bachelor’s degree in engineering or professional degree in Sciences in area of expertise preferred with specialized training, or experience that uniquely qualifies the individual to perform the job responsibilities.
  • A minimum total of 3 years of related work experience. Graduate work may count as related work experience if directly applicable to job function.
  • All applicants must be able to complete pre-employment onboarding requirements (if selected) which may include any/all of the following: criminal/civil background check, drug screen, and motor vehicle records search, in compliance with any applicable laws and regulations.

Nice To Haves

  • Bachelor’s degree in environmental science, environmental studies, environmental engineering, civil engineering, construction management, natural resources, or a related field preferred. Other degrees, specialized training, or directly relevant experience may also be considered.
  • 3+ years of experience supporting environmental compliance for construction, infrastructure, industrial, power, water, oil and gas, data center, renewable energy, transmission, or similar projects.
  • Demonstrated knowledge of construction stormwater requirements, including NPDES and state-level construction general permits, SWPPP development and implementation, erosion and sediment control, BMP selection, inspections, corrective actions, stabilization, and recordkeeping.
  • Experience preparing or reviewing environmental compliance plans such as SWPPPs, environmental operations plans, waste management plans, spill prevention and response plans, environmental compliance matrices, and environmental awareness training materials.
  • Experience conducting field inspections, audits, or site walks on active construction projects and communicating findings, corrective actions, and practical mitigation measures to project teams.
  • Working knowledge of federal, state, and local environmental requirements related to construction activities, which may include wetlands and waterbodies, protected species, cultural resources, spill reporting, waste management, dewatering, air/dust, noise, hazardous materials, and transportation-related requirements.
  • Relevant stormwater or environmental compliance certifications preferred, such as CPESC, CESSWI, CISEC, CESCL, QSP/QSD, state-specific stormwater inspector credentials, OSHA 10/30, RCRA, HAZWOPER, or equivalent training.
  • Ability to translate complex permits, regulatory, or technical requirements into clear, practical direction for construction teams, subcontractors, and project leadership.
  • Strong written and verbal communication skills, attention to detail, sound judgment, and ability to maintain organized compliance documentation under schedule-driven project conditions.
  • Aptitude for creative problem-solving, critical thinking, and balancing compliance requirements with practical field execution.
  • Positive, team-first, get-the-job-done commitment with willingness to travel domestically to project sites. Infrequent international travel may be necessary.
  • Relevant stormwater, erosion and sediment control, environmental compliance, health and safety, or construction-related certifications are preferred and may vary by project location and regulatory jurisdiction.

Responsibilities

  • Review RFPs, contract documents, permit conditions, design packages, and applicable environmental regulations to identify construction-phase environmental requirements, risks, assumptions, and compliance obligations for proposals and project execution.
  • Participate in pre-bid and pre-construction site visits to identify potential environmental constraints, stormwater risks, access considerations, waste streams, dewatering needs, sensitive resources, and mitigation measures that should be reflected in bids, schedules, scopes, and execution plans.
  • Develop, review, update, and support implementation of SWPPPs, environmental operations plans, waste management plans, spill prevention and response procedures, environmental compliance matrices, environmental awareness training, and related construction compliance deliverables.
  • Conduct construction site visits and compliance audits to evaluate implementation of permit requirements, SWPPPs, BMPs, waste management practices, spill prevention controls, and other environmental commitments; document findings and help develop solutions and timely implementation to support the resolution of issues.
  • Advise project managers, construction managers, site supervisors, estimators, engineers, subcontractors, and Environmental, Health, and Safety, (EHS) personnel on practical compliance strategies during proposal development, design, mobilization, construction, commissioning, and closeout.
  • Develop and deliver environmental awareness and construction stormwater compliance training for internal project teams and, when appropriate, subcontractors or field personnel.
  • Maintain awareness of evolving construction stormwater regulations, permit requirements, industry practices, BMP technologies, and lessons learned that may affect Black & Veatch projects.
  • Support continuous improvement of environmental compliance tools, templates, procedures, and work processes used across Black & Veatch construction projects.
