About The Position

Quanta Government Solutions is seeking a Senior Project Controls Specialist/Scheduler to serve as the designated Project Scheduler for the Rock Island Arsenal Power Generation and Microgrid project, delivered for the U.S. Army Corps of Engineers (USACE), Louisville District. The project includes power generation, medium-voltage distribution, battery energy storage, controls and cybersecurity, civil and mechanical work, and commissioning on an active Army installation. This is a full-time role dedicated to the contract, with a hybrid arrangement: on-site attendance according to project phase and remote work otherwise. The scheduler prepares and maintains the project’s cost-loaded and resource-loaded Primavera P6 schedule and required contract submissions. The schedule is used to establish contract earnings and monthly progress payments, so its accuracy and timely submission affect project cash flow. The role applies CPM scheduling and QGS enterprise PMO standards from Notice to Proceed through closeout, coordinating closely with the Project Manager, Construction Manager, CQC System Manager, Document Control/RMS Admin, Finance, operating companies, subcontractors, and Government representatives. The role reports to the Director, PMO and works day to day with the QGS Project Manager for Rock Island Arsenal. The position also leads schedule update meetings, analyzes critical and longest paths and schedule health, supports time-impact and delay analyses, integrates schedule and cost forecasts, maintains audit-ready records, and directs the day-to-day work of an on-site Junior Project Controls resource. Travel is required, including in-person monthly schedule update meetings at Rock Island Arsenal unless virtual attendance is approved by the Contracting Officer; overnight travel may be required for someone not based in the Rock Island area.

  • Comprehensive knowledge of CPM scheduling principles and application.

  • Demonstrated experience applying the USACE SDEF activity coding structure (ER 1-1-11) in Primavera P6; working knowledge of UFGS 01 32 01 and schedule data in the Resident Management System (RMS).
  • Experience preparing time impact analyses and fragnets for changes and delays.
  • Working understanding of earned value and cost/schedule integration, and working knowledge of DCMA 14-Point Schedule Health Assessment metrics.
  • Strong analytical, written, and verbal communication skills, including the ability to explain schedule status, risks, and impacts to Government representatives and project leadership.
  • Ability to obtain and maintain access to Rock Island Arsenal, including required background screening.
  • Travel is required; monthly in-person schedule update meetings at Rock Island Arsenal are required unless virtual attendance is approved by the Contracting Officer. Overnight travel may be required if not based in the Rock Island area.
  • No licenses or certifications are required.
