About The Position

The Senior Manager, Strategic Programs & Business Development directs the strategy, innovation, and integration of new programs in areas of strategic importance for IEEE. The incumbent is responsible for envisioning, piloting, operationalizing, maintaining, and scaling programs that advance IEEE's strategic plan and directly impact long term operational and strategic goals, objectives, and policy. This role currently supports the Corporate Partnership Program, with desired outcomes including new institutional partnerships, medium and long term revenue generation, and increased relevance of IEEE. Responsibilities may evolve based on business needs. The position collaborates closely with volunteer and staff leaders and has access to some of IEEE's largest and most important customers.

Requirements

  • Bachelor's degree or equivalent experience Business, engineering, technology management, or a related field Req
  • 7-10 years at least 8– ears of progressive experience in strategic program management, business development, innovation management, or related fields. Req
  • 7-10 years Demonstrated experience building, launching, and scaling complex programs that span multiple functional areas. Req
  • 7-10 years Proven track record working with corporations, government entities, NGOs, multilaterals, or academic institutions in a partnership or business development capacity. Req
  • 7-10 years Experience collaborating with senior executives, boards, or volunteer leadership in a matrixed or mission driven organization. Req
  • Strong understanding of technology driven environments, including the ability to advise on product strategy and emerging technologies.
  • Ability to translate customer needs into technical requirements
  • Proficiency in developing business cases, financial models, budgets, and performance metrics for new and existing programs.
  • Demonstrated ability to envision, assess, and evaluate new program opportunities, including market research and opportunity analysis.
  • Strong strategic planning skills, including the ability to synthesize input from diverse stakeholders into cohesive plans.
  • Ability to manage long term, multi phase initiatives from concept through scale.
  • Exceptional ability to build and maintain relationships with internal stakeholders, external partners, and high value customers.

  • Outstanding written and verbal communication skills, including experience preparing executive level proposals, board materials, and strategic narratives.

Responsibilities

  • Envisioning New Programs: Conduct research, outreach, and opportunity assessments to identify potential partners across corporations, governments, national engineering institutions, and other relevant organizations. Initiate and cultivate early stage relationships with internal and external stakeholders.
  • Piloting New Programs: Participate in strategic planning efforts, including synthesizing plans with customers and other IEEE OUs. Drive marketing, promotion, and visibility efforts to increase program reach and effectiveness. Build partnerships, negotiate support, and integrate diverse functional areas to advance new initiatives.
  • Operationalizing Programs: Establish and manage program budgets, financial plans, processes, and operational frameworks. Define metrics, reporting structures, and communication plans to ensure clarity and accountability.
  • Maintaining Programs: Participate in ongoing customer relationships, oversee process improvements, and ensure program continuity and effectiveness.
  • Scaling Programs: Help planning for growth, conduct assessments, build infrastructure, and expand relationships to support long term sustainability and broader impact.
  • Provide technology advisory services to assigned program teams.
  • Support the “selling in” of existing IEEE products and services to advance business objectives.
  • Collaborate with teams to provide technology solutions to remove roadblocks, support customer needs and enable delivery of new capabilities aligned with both traditional and emerging technologies. In particular, manage the operations of the Premier Program through current and best technology.
  • Serve as a connector between internal entities and external partners to build support for new initiatives.
  • Build and maintain strong relationships with staff leaders and external partners to ensure alignment and shared success.
  • Produce business proposals, feature roadmaps, and other artifacts to ensure transparency, alignment, and informed decision making across functional areas.
  • Stay current on industry trends, emerging technologies, and best practices, sharing insights to strengthen organizational knowledge and thought leadership.
