About The Position

This is a Skilled Service position with full State of Maryland benefits. The Maryland Department of Housing and Community Development (DHCD) is a national leader in community development and affordable housing. The Division of Neighborhood Revitalization seeks a highly organized, customer oriented, self-motivated, team player, experienced with cultural resource management, community development, and project management. DHCD has an immediate opening for a full-time Senior Program Officer, Main Street Maryland/Maryland Folk Festival Residency Program. DHCD offers a flexible work schedule, telework and job sharing options, training advancement and career path opportunities, casual business dress on Fridays, and a competitive salary. There is ample free parking at our location. This position offers a salary range of $81,750 - $92,066/year, with potential for advancement up to $128,924 based on qualifications, equity, and hiring guidelines. Initial salary offers are determined by qualifications, experience, and available budget, and typically do not exceed $92,066/year. DHCD offers a combination “hybrid” in-person/telework work environment.

Requirements

  • A Bachelor’s degree from an accredited college or university.
  • Six years of administrative or professional experience to include three years of financing experience or providing technical assistance for development or rehabilitation of multifamily or single family housing; neighborhood revitalization and business development; community infrastructure development; or historic preservation programs.
  • Candidates may substitute additional administrative or professional experience as defined above on a year-for-year basis for the required education.
  • Candidates may substitute additional job-related education at a rate of thirty credit hours for each year of experience for up to two years of the required experience.
  • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in business and industry classification or business and industry specialty codes in the housing management field of work on a year-for-year basis for the required experience and education.
  • Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
  • Must document eligibility to work in the U.S. upon hire.
  • All applicants must be legally authorized to work in the United States under the Immigration and Reform Control Act of 1986.

Nice To Haves

  • Experience with partnership development and stakeholder engagement involving community organizations, government agencies, cultural organizations, artists, vendors, sponsors, and other event partners.
  • Experience with project and event management, which required the ability to coordinate multiple work streams, deadlines, partners, vendors, and operational requirements simultaneously.
  • Experience working directly with a selected host community to establish planning processes, strengthen organizational capacity, coordinate partnerships, and implement festival programs.

Responsibilities

  • Program development, oversight and implementation of activities for DHCD statewide Main Street program.
  • Serves as the primary administrator of the Maryland Folk Festival Residency Program.
  • Provides technical assistance, project management, grant administration, training, and community capacity-building services to local governments, nonprofit organizations, and Main Street Maryland communities across Maryland.
