About The Position

ICF is seeking a motivated and analytical Pricing Analyst to join our Corporate Pricing Team. In this role, you will help develop accurate, compliant, and competitive pricing solutions that support ICF’s proposals and contribute to meaningful client outcomes. You will work closely with pricing leadership, operations teams, capture managers, contracts, finance, subcontractors, and proposal professionals to interpret solicitation requirements, develop and analyze pricing models, evaluate pricing assumptions, and support cost and business proposals for federal, state, local, and commercial clients. This role is best suited for an analytical professional who can own defined pricing workstreams, prepare financial analyses, summarize pricing assumptions and recommendations, and communicate pricing implications to proposal teams and stakeholders. The successful candidate will bring strong Excel and financial analysis skills, intellectual curiosity, sound judgment, attention to detail, and the ability to work independently while collaborating across functions in a deadline-driven proposal environment.

Requirements

  • Bachelor’s degree in Business, Accounting, Finance, Economics, Mathematics, or a related field, or equivalent professional experience in lieu of a degree.
  • 5+ years of applicable experience.
  • Ability to work core hours Monday through Friday, 9:00 a.m. – 5:00 p.m. Eastern Time.
  • Experience supporting pricing, financial analysis, cost analysis, proposal development, government contracting, professional services pricing, or related business operations.
  • Strong proficiency with Microsoft Excel, including formulas, workbook review, data organization, scenario analysis, and the ability to work with detailed pricing models.
  • Strong analytical, organizational, and problem-solving skills, with the ability to evaluate financial, operational, and proposal data and translate findings into clear recommendations.
  • Clear written and verbal communication skills, including the ability to summarize assumptions, analyses, risks, and recommendations for proposal teams and stakeholders.
  • Attention to detail, sound judgment, and the ability to manage multiple priorities, follow structured processes, and meet deadlines in a fast-paced proposal environment.

Nice To Haves

  • Experience with government contracting, proposal development, professional services pricing, cost accounting principles, and the Federal Acquisition Regulation.
  • Experience developing or analyzing cost models for labor, subcontractors, other direct costs, travel, indirect rates, fees, escalation, and profitability.
  • Ability to interpret solicitation instructions, evaluation criteria, pricing templates, contract requirements, and compliance considerations.
  • Experience preparing pricing summaries, financial analyses, scenario comparisons, variance explanations, and recommendation materials for proposal or business stakeholders.
  • Experience using Microsoft Office tools, including Word, PowerPoint, Teams, Outlook, and Adobe Acrobat.
  • Collaborative approach with the ability to work effectively with cross-functional teams, ask thoughtful questions, resolve issues constructively, and communicate pricing implications clearly.
  • Curiosity, initiative, and a desire to grow within pricing, finance, proposal development, government contracting, or business strategy.

Responsibilities

  • Develop timely, accurate, compliant, and competitive cost and business proposals that help ICF compete effectively and deliver strong value to clients.
  • Review requests for proposals and related documents to interpret pricing requirements, evaluation criteria, submission instructions, compliance considerations, and key assumptions.
  • Build, maintain, analyze, and quality-check pricing models, including labor, other direct costs, travel, subcontractor costs, indirect rates, fees, escalation assumptions, and scenario inputs.
  • Collect, organize, and analyze cost inputs from operations, subcontractors, finance, contracts, and other stakeholders to support complete, clear, and defensible pricing submissions.
  • Prepare financial analyses, scenario comparisons, profitability views, variance analyses, and pricing summaries to help proposal teams evaluate competitiveness, profitability, and risk.
  • Document pricing assumptions, methodologies, risks, and supporting rationale so proposal teams and reviewers can understand how pricing aligns with the proposed technical approach.
  • Participate in pricing strategy discussions, proposal reviews, color team reviews, and internal approval processes by preparing analysis, responding to reviewer feedback, and supporting pricing recommendations.
  • Advise proposal teams on pricing implications within assigned scope, including assumptions, cost drivers, compliance considerations, and potential pricing risks.
  • Contribute to improvements in pricing templates, tools, quality controls, and processes that support consistency, compliance, and efficiency across proposals.
