About the position
We are seeking a dynamic Senior Pricer and Financial Analyst to join our team at Team CATHEXIS. This role involves collaborating with leadership, business development, and project managers to ensure company, proposal, and program success. The chosen candidate will have the opportunity to work in various areas of the business and influence strategy. Reporting to the VP of Finance & Accounting, this role will support the growth engine of the company and assist internal customers in delivering to clients. Key responsibilities include developing cost proposals, conducting pricing strategy sessions, evaluating government program spending trends, and ensuring compliance with contract pricing regulations.
Responsibilities
- Review solicitation requirements and develop compliant and responsive Cost Proposals
- Develop price-to-win assessments and brief those assessments with corresponding proof points to leadership
- Conduct pricing strategy sessions with business leads and develop pricing models consistent with those strategies
- Evaluate government program spending trends and vehicles
- Gather market pricing information, monitor the competitive landscape, and use this data to develop recommendations for competitive response
- Utilize salary surveys to determine salary ranges in accordance with proposal requirements
- Work closely with Recruiting to ensure market competitiveness for bid rates
- Support practice area pipeline activities to include opportunity qualification and bid/no-bid decisions
- Consult closely with subcontractors to formulate estimates and create accurate and auditable proposal files
- Ensure compliance with all government regulations and laws regarding contract pricing, including most favored customer requirements
- Mentor Financial Analyst to support pricing activities
- Work with the VP of Finance to define and implement additional cost centers as needed
- Responsible for various financial functions for a major program, such as budgeting, forecasting, revenue recognition, accruing direct cost, project setup, and variance analysis/reporting (both internally and externally)
- Participate in new project kickoff meetings to ensure project setup uses accounting software capabilities correctly and efficiently
- Develop, maintain, and analyze Estimates at Completion (EACs) for assigned project(s), routinely review/update EACs in collaboration with Program Management, support Program Management in their preparation for monthly/quarterly project reviews
- Review project costs/revenue and generate cost/revenue accruals monthly; review monthly project invoices in accordance with internal and contract requirements; monitor/analyze actual project financials in comparison with budget, report on variances, and recommend improvements/corrections
- Monitor contract/subcontract funding, track unbilled project receivables, support Contracts with adhering to funding expenditure milestone requirements, identify at-risk funding situations and provide mitigation recommendations
- Review subcontractor/consultant invoices related to direct project support ensuring compliance with contract/subcontract/consulting agreement requirements
- Assist Program Management with annual budget preparation for direct budgets
Requirements
- Bachelor's degree in Accounting or Finance preferred
- Additional years of applicable experience may be considered in lieu of a degree
- Experience in developing compliant and responsive Cost Proposals
- Ability to conduct pricing strategy sessions and develop pricing models
- Knowledge of government program spending trends and vehicles
- Familiarity with gathering market pricing information and monitoring the competitive landscape
- Ability to utilize salary surveys to determine salary ranges
- Experience working closely with Recruiting to ensure market competitiveness for bid rates
- Knowledge of opportunity qualification and bid/no-bid decisions
- Ability to consult with subcontractors to formulate estimates and create accurate proposal files
- Understanding of government regulations and laws regarding contract pricing
- Experience mentoring Financial Analysts in pricing activities
- Proficiency in various financial functions such as budgeting, forecasting, and revenue recognition
- Ability to analyze Estimates at Completion (EACs) and review/update them in collaboration with Program Management
- Knowledge of project cost/revenue monitoring, cost/revenue accruals, and variance analysis/reporting
- Familiarity with contract/subcontract funding and tracking unbilled project receivables
- Experience reviewing subcontractor/consultant invoices and ensuring compliance with contract requirements
- Ability to assist Program Management with annual budget preparation for direct budgets
