The CPA Work includes, but is not limited to, performing highly advanced (senior-level) consultative services and functional assistance work related to supporting the CAPPS Program. This role provides support for the CAPPS HR/PY Time and Labor (T&L) module in alignment with direction from module and tower leads, CPA management, and in coordination with the Tier 3 Managed Services vendor. The position requires support for functional configurations, including TRCs, Programs, Workgroups, ORCs, Task Profiles, Task Groups, Schedules, Value Lists, and Security Groups. It also involves building Time & Labor Rules and Rule Programs, including Rule Definitions. Support for implementing and maintaining the Fluid timesheet functionality is crucial, encompassing system configuration, Fluid timesheet setup, security and roles, integrations, testing, training, documentation, expansion, change management, and ongoing support. The role is responsible for technical skillsets including Application Designer, Integration Broker, SQR and BI Publisher report customization, SQL proficiency, and understanding PeopleSoft security, including State of Texas multitenancy requirements. Safeguarding system information through planning, designing, developing, implementing, and maintaining IT security measures is also a key responsibility. The consultant will support T&L batch job issues and failures, possess tools and environment knowledge (PUM, Change Assistant, Fluid UI, Elasticsearch, Data migration), and provide functional support for the CAPPS HR/PY application, acting as a point of contact for CAPPS agencies. The role involves functional design, creating/reviewing FDDs, performing functional configuration system changes, and utilizing PeopleSoft delivered features. Cross-functional collaboration is essential, including problem-solving, interpreting State of Texas HR policies, requirements gathering, documentation, testing, incident management, and communication with various stakeholders. Understanding interdependencies on legacy systems (SPRS, HRIS) and providing cross-training to junior analysts are also part of the role. Comprehensive training and support to agency personnel are required. Active project participation includes expansions, enhancements, and cyclic processes like fiscal year-end, legislative changes, and third-party integrations. All duties must be performed following CPA’s processes, policies, and procedures within project scope and on schedule. Specific responsibilities include supporting Fiscal Year-End processes such as planning, scheduling, communicating, annual sick leave conversion, Time & Labor Fiscal Year End Leave Liability File processing, and loading leave data. The role provides Level 2 Service Desk support, handling complex tickets, advanced troubleshooting, documentation, and basic system configuration. Ensuring digital products meet WCAG 2.1 accessibility standards is mandatory. The position works under minimal supervision, relying on experience and judgment. The consultant is responsible for overseeing accurate data production, enforcing security, ensuring system efficiency, and enforcing policies. Work must align with ITIL principles. Active participation in CPA’s Major Incident Management (MIM) process, Disaster Recovery and Upgrade Testing, and making presentations at CAPPS User Groups and the CAPPS Steering Committee are expected. Participation in annual SOC-1 attestation audits, considering security, availability, processing integrity, confidentiality, and privacy, is also required. Other related work may be assigned.
