Senior Infrastructure Technology Director

Ferrovial•Dallas, TX

About The Position

The Senior Infrastructure Technology Director owns the multi-year roadside technology roadmap and technical direction for the LBJ, NTE and NTE 35W TEXpress Lanes concessions. The role reports to the Chief Executive Officer and works closely with the CIO, COO and Field Systems Director. It leads technology renewal planning, supplier technical engagement, program delivery, testing and acceptance, technical documentation, compliance support, and development of internal engineering capability. The role shares a formal system-acceptance gate with the Field Systems Director: this position confirms systems meet specification, while Field Systems confirms they are operable and maintainable. The Director provides technical authority across tolling systems and roadside assets, including electronic toll collection, vehicle identification and classification, imaging, lane controllers, transaction formation and toll rate signs. The role evaluates emerging tolling and mobility technologies, manages lifecycle and obsolescence planning, and develops recommendations for technology adoption. It also owns technical materials and evidence supporting concession obligations, interoperability, performance measurement and TxDOT compliance reporting. The position supervises the ITS Engineering Manager and Junior ITS Engineer and builds technical capability across the Field Systems and Tolling organization. It is based on site in the Dallas–Fort Worth metroplex, with regular presence across the three concession corridors, periodic work in active highway environments, occasional out-of-hours testing and commissioning work, and approximately 15% travel.

Requirements

  • Master’s or bachelor’s degree in electrical, electronic, systems, computer or civil engineering, or a closely related technical discipline; equivalent experience will be considered.
  • Ten or more years of experience in electronic or all-electronic tolling systems, with substantial roadside-system depth.
  • Hands-on knowledge of roadside toll collection technology, including automatic vehicle identification and classification, image capture, license plate recognition, lane controllers and transaction formation.
  • Experience working for or directly alongside toll system suppliers or integrators, sufficient to engage them as a technical equal.
  • Demonstrated ownership of technical specifications, test plans and formal system acceptance, rather than solely schedule, budget and coordination responsibilities.
  • Experience holding suppliers to contractual and performance obligations, including technical disputes and claims.
  • Ability to work across organizational boundaries, including with a CIO, COO and Field Systems Director, and build agreement with peers who do not report to the role.
  • Ability to work on site in the Dallas–Fort Worth metroplex and regularly across the three concession corridors.
  • Ability to conduct periodic field work in active highway environments, including roadside and gantry access under traffic, and comply fully with company health and safety requirements.
  • Ability to work occasional out-of-hours testing, cutover and commissioning windows.
  • Valid driver's license.
  • Approximately 15% travel, including supplier facilities for factory acceptance testing and occasional engagement with other group toll assets.

Nice To Haves

  • Experience within a concession, P3 or long-term toll operator environment, or consultancy serving one, and familiarity with the associated obligations.
  • Experience with system renewal, migration or technology replacement on a live tolling facility.
  • Experience supervising or mentoring engineering staff, including informally.
  • Familiarity with dynamic pricing environments and the toll rate sign chain, including risks when displayed and charged prices diverge.
  • Knowledge of Texas tolling interoperability arrangements and regional toll agency practice.
  • Experience building an internal engineering or integration capability.
  • Working knowledge of roadside network and communications infrastructure.
  • Spanish language ability.

Responsibilities

  • Own the multi-year roadside technology roadmap across LBJ, NTE and NTE 35W, reconciling concession obligations, performance regimes and hand-back conditions.
  • Own renewal sequencing and maintain lifecycle and obsolescence positions for major roadside asset classes, informing capital planning.
  • Track electronic tolling and mobility technology developments and recommend what to adopt, monitor or disregard; represent the company in industry forums and benchmark against peer operators.
  • Lead technical engagement with toll system suppliers and integrators, interrogating proposals, performance claims and design submissions and supporting technical issue resolution.
  • Write technical specifications, RFP content and evaluation criteria, coordinating with Field Systems on shared procurement content; support commercial and legal teams on technical contract terms, service levels and performance regimes.
  • Lead technical evaluation of supplier proposals and make technical recommendations on award.
  • Drive renewal and upgrade projects from concept through design, procurement, testing and acceptance, working with Field Systems throughout implementation.
  • Approve designs and factory and site acceptance test plans; witness testing and exercise technical acceptance authority as one signature in the joint acceptance gate.
  • Provide continuing technical support to Field Systems after systems enter steady-state operation and own remediation for defects attributable to specification or design.
  • Own the ITS documentation and data repository, including as-built drawings, IFC packages, equipment and configuration records, and testing and acceptance evidence.
  • Maintain document control standards for versioning, retrieval and retention to support hand-back obligations and lifecycle management.
  • Develop and maintain, jointly with Field Systems, testing and acceptance criteria, methods, evidence standards and sign-off processes.
  • Maintain a failure and defect trend database and produce recurring reports distinguishing design, manufacturing, maintenance, environmental and wear-related causes.
  • Define toll system performance measures and own analytics evidencing performance, coordinating with Field Systems analysis.
  • Investigate systemic performance issues to root cause and escalate disputed findings to the joint CIO/COO review.
  • Own technical content relating to toll systems under concession agreements and advise on compliance, technical reporting and hand-back condition.
  • Ensure technical compliance with Texas interoperability requirements and applicable interface control specifications, coordinating with the Tolling Manager on NTTA interoperability.
  • Own technical content, data and analysis supporting TxDOT compliance and quality-performance reporting; provide technical substance on a defined cadence while Commercial owns formal submissions.
  • Report roadmap, program status, supplier performance and technology risk in regular reviews chaired by the CIO, with the COO and Field Systems Director participating.
  • Supervise and develop the ITS Engineering Manager and Junior ITS Engineer, providing technical direction, reviewing work and setting development priorities.
  • Scale the team's size and structure as the renewal program and capability-building mandate develop.
  • Develop technical depth within Field Systems, Tolling and the wider team, transferring technical acceptance capability over time.
  • Build specification libraries, test standards and documented technical positions that preserve organizational knowledge.
  • Own an innovation pipeline for roadside tolling technology, including scoping and conducting pilots or proofs of concept.
  • Assess regulatory, vehicle-technology and mobility trends, including EV adoption, autonomous vehicles and connected-vehicle mandates, for their impact on tolling infrastructure over a 5–10-year horizon.
