Senior Infrastructure Technology Director

Ferrovial•Dallas, TX
•Onsite

About The Position

The Senior Infrastructure Technology Director owns the multi-year roadside technology roadmap and technical authority for the LBJ, NTE and NTE 35W TEXpress Lanes. The role reconciles concession obligations, performance regimes and hand-back conditions; plans asset renewal and obsolescence; evaluates electronic tolling and mobility developments; and represents the company in industry forums. Reporting to the Chief Executive Officer, the role coordinates closely with the CIO, COO and Field Systems Director. It shares a formal technical acceptance gate with the Field Systems Director: this role confirms that systems meet specification, while Field Systems confirms that they are operable and maintainable. The role leads technical engagement with suppliers and integrators, develops specifications and procurement evaluation criteria, evaluates proposals and supports commercial and legal teams on technical contract terms. It drives renewal and upgrade projects from concept through testing and acceptance, provides ongoing technical support after systems enter steady-state operation, and owns remediation of defects attributable to specification or design. The Director owns the roadside ITS documentation and data repository, testing and acceptance frameworks, failure-trend reporting, toll-system performance measures and analysis, and technical content related to concession, interoperability and TxDOT compliance. The role supervises and develops the ITS Engineering Manager and Junior ITS Engineer, builds technical capability across the wider team, and leads pilots and proofs of concept for roadside tolling technology. The position is based on site in the Dallas–Fort Worth metroplex, with regular presence across three concession corridors. Work includes periodic field activity in an active highway environment, occasional out-of-hours work for testing, cutover and commissioning, and approximately 15% travel, including to supplier facilities. A valid driver's license and compliance with company health and safety requirements are required.

Requirements

  • Master’s or bachelor’s degree in electrical, electronic, systems, computer or civil engineering, or a closely related technical discipline; equivalent experience will be considered.
  • Ten or more years of experience in electronic or all-electronic tolling systems, with substantial roadside-system depth.
  • Hands-on knowledge of roadside toll collection technology, including automatic vehicle identification and classification, image capture, license plate recognition, lane controllers and transaction formation.
  • Experience working for or directly alongside toll system suppliers or integrators, sufficient to engage with them as a technical equal.
  • Proven ownership of technical specifications, test plans and formal system acceptance, rather than only schedule, budget and coordination responsibilities.
  • Experience holding suppliers to contractual and performance obligations, including technical disputes and claims.
  • Ability to work across organizational boundaries and build agreement with peers, including a CIO, COO and Field Systems Director.
  • Ability to work on site in the Dallas–Fort Worth metroplex and regularly across the three concession corridors.
  • Ability to undertake periodic field work in an active highway environment, including roadside and gantry access under traffic.
  • Full compliance with company health and safety requirements.
  • Ability to work occasional out-of-hours testing, cutover and commissioning windows.
  • Approximately 15% travel, including supplier facilities for factory acceptance testing and occasional engagement with other group toll assets.
  • Valid driver's license.

Nice To Haves

  • Experience in a concession, P3 or long-term toll operator environment, or consultancy serving one, and familiarity with the associated obligations.
  • Experience with renewal, migration or technology replacement on a live tolling facility, rather than only greenfield delivery.
  • Prior experience supervising or mentoring engineering staff, including informally.
  • Familiarity with dynamic pricing environments and the toll rate sign chain, including risks when displayed and charged prices diverge.
  • Knowledge of Texas tolling interoperability arrangements and regional toll agency practice.
  • Experience building an internal engineering or integration capability.
  • Working knowledge of roadside network and communications infrastructure.
  • Spanish language ability.

Responsibilities

  • Own the multi-year roadside technology roadmap across LBJ, NTE and NTE 35W TEXpress Lanes, reconciling concession obligations, performance regimes and hand-back conditions.
  • Own renewal sequencing and maintain lifecycle and obsolescence positions for major roadside asset classes, translating them into capital-planning input.
  • Monitor electronic tolling and mobility developments and recommend which technologies to adopt, monitor or disregard.
  • Represent the company in industry forums and benchmark its technology position against peer operators.
  • Act as the company's lead technical voice with toll system suppliers and integrators in design reviews, negotiations, change proposals and issue resolution.
  • Interrogate supplier proposals, claims and designs; develop technical specifications, RFP content and evaluation criteria; and lead technical proposal evaluation and award recommendations.
  • Support commercial and legal teams in shaping technical contract terms, service levels and performance regimes.
  • Drive renewal and upgrade projects from concept through design, procurement, testing and acceptance, working with Field Systems during implementation.
  • Approve designs and factory and site acceptance test plans; witness testing; and exercise technical acceptance authority as one signatory of the joint acceptance gate.
  • Provide continuing technical support to Field Systems after systems transfer to steady-state operation and own remediation of defects caused by specification or design.
  • Own the ITS documentation and data repository, including as-built drawings, IFC packages, equipment and configuration records, and test and acceptance evidence.
  • Maintain document-control standards for versioning, retrieval and retention to support hand-back obligations and lifecycle management.
  • Develop and maintain the testing and acceptance framework jointly with Field Systems, including criteria, methods, evidence standards and sign-off.
  • Maintain a failure and defect trend database and produce recurring analysis distinguishing design, manufacturing, maintenance, environmental and wear-related causes.
  • Define toll-system performance measures and own supporting analytics in coordination with the Field Systems analysis function.
  • Investigate systemic performance issues to root cause and escalate disputed findings to the joint CIO- and COO-chaired review.
  • Own technical content relating to toll systems in concession obligations and advise on compliance, reporting and hand-back condition.
  • Ensure technical compliance with Texas interoperability requirements and interface control specifications, coordinating with the Tolling Manager on NTTA interoperability.
  • Own the technical content, data and analysis behind TxDOT compliance and quality-performance reporting; provide technical substance to the Commercial team on a defined cadence.
  • Report on roadmap, program status, supplier performance and technology risk in regular reviews chaired by the CIO, with the COO and Field Systems Director participating.
  • Supervise and develop the ITS Engineering Manager and Junior ITS Engineer, providing technical direction, reviewing work and setting development priorities.
  • Scale the team's size and structure as the renewal program and capability-building mandate develop.
  • Build technical depth across Field Systems, Tolling and the wider team, with the objective of transferring technical acceptance capability over time.
  • Develop specification libraries, test standards and documented technical positions to preserve organizational knowledge.
  • Own an innovation pipeline for roadside tolling technology, including scoping and running pilots or proofs of concept.
  • Assess emerging regulatory, vehicle-technology and mobility trends for their impact on tolling infrastructure requirements over a 5–10-year horizon.
