About The Position

La Crosse County is seeking a mission-driven Senior Human Services Program Supervisor for its Integrated Support & Recovery Services (ISRS) Division. The role provides operational and administrative oversight across children’s service programs, including the Children’s Long-Term Support Waiver (CLTSW), Comprehensive Community Services (CCS), the Children’s Community Options Program (CCOP), and Birth to 3 Services, with a specialized focus on CLTSW policy, operations, and compliance. The Supervisor translates State and Federal CLTSW policy into operational practice; manages enrollment through ForwardHealth; oversees intake, compliance timelines, and data systems; and supports reporting, quality assurance, and regulatory requirements. The position directly supervises social workers and a mental health professional, providing practice guidance and supporting a collaborative, high-performing team. It also troubleshoots functional and data-related issues between Avatar, the electronic health record system, and other County or State information systems. The Supervisor leads operational meetings, coordinates program priorities, facilitates decisions with internal teams, external providers, and State or consortium partners, and collaborates with co-supervisors to assign duties and provide backup coverage. The role provides routine and ad hoc reports to Management. It also calls for grounding in person-centered planning, trauma-responsive approaches, recovery-oriented models, and developmental perspectives to support consistent service quality across program areas. The position requires ongoing development of professional and supervisory skills. Work is primarily in an office environment, with travel as required for meetings and program responsibilities. Nights, weekends, or work during community emergencies or disasters may be required.
