About The Position

OREGON YOUTH AUTHORITY Senior HR Analyst - Human Resource Analyst 3 Salem, Oregon - CENTRAL OFFICE/HUMAN RESOURCE DEPARTMENT EQUITABLE BUILDING Are you a seasoned HR professional with a passion for supporting employees, fostering equity, and navigating complex personnel matters? We are excited to announce a permanent full-time opportunity for a Senior Human Resource Analyst to join our team. In this role, you will serve as a trusted advisor to managers, employees, and union partners across a broad range of human resources functions, including recruitment and selection, employee and labor relations, performance management, employee leaves, and position management. Key responsibilities include serving as a classification and compensation subject matter expert, conducting and supporting investigations involving issues ranging from standard misconduct to potential criminal activity, and providing comprehensive HR consultation and guidance to support sound personnel decisions and organizational effectiveness. We’re looking for someone who brings deep knowledge of collective bargaining agreements, values diversity and inclusion, and thrives in a dynamic, 24/7 environment. Requirements

  • A bachelor's degree in Human Resource Management, Organizational Behavior or Development, Business or Public Administration, the Applied Behavioral Sciences, Industrial Relations or a job-related course of study determined by the appointing authority; and three years of Human Resource professional-level experience related to the position; OR Valid certification as a Professional in Human Resource awarded by the Human Resource Certification Institute and four years Human Resource professional-level experience related to the position; OR Six years Human Resource experience related to the position. Four of the six years must have been at the professional level.
  • Knowledge of Workday and related DAS computer systems, as well as applicable rules, policies, and procedures established by the Department of Administrative Services (DAS)/HRSD and Oregon Youth Authority (OYA).
  • Strong ability to prioritize, organize, and manage workload effectively.
  • Knowledge and skill in computer software including spreadsheets, database tracking systems, etc.
  • Proficient typing skills.

Nice To Haves

  • Expertise in state classification and compensation processes, including position establishments, reclassifications, and analysis'.
  • Experience conducting investigations regarding workforce management issues and concerns.
  • Knowledge of the Oregon Governor’s expectations and the ability to support managers in maintaining compliance with related requirements and standards.
  • Knowledge and/or experience working through change management and developing efficient processes.
  • Experience providing recommendations to managers and developing appropriate corrective or disciplinary actions as needed.
  • Experience working in a fast-paced environment with competing priorities and coordinating tasks effectively.
