About The Position

The City of Santee is seeking a dynamic, self-starter Human Resources professional to join their diverse team. This mid-management, at-will position leads and performs a broad range of complex administrative, analytical, and technical duties to support human resources and risk management functions. The role requires a high degree of independence, analytical skill, and may involve supervisory responsibility. The ideal candidate is analytical, forward-thinking, possesses strong organizational and multitasking abilities, and is committed to serving the City's workforce and community with excellence. The Human Resources Department is a small, collaborative team focused on cross-training and business continuity.

Requirements

  • A Bachelor's degree in Public Administration, Business Administration, Human Resources Management, Risk Management or a closely related field from an accredited college or university, or equivalent experience, certification(s), licensure and/or education.
  • Four (4) years of progressively responsible and recent experience performing complex administrative, analytical and technical duties in the human resources and/or risk management field, preferably in the public sector.
  • Recent professional-level work experience in human resources and risk management-related programs/activities in the public sector is preferred e.g., employee performance management, budget, classification/compensation analyses, policy and training development, labor negotiations, recruitment/selection, employee leave management, workers’ compensation and liability claims administration, contracts and certificates of insurance review, and experience working within a unionized environment.
  • Recent experience is defined as relevant experience obtained within the last five (5) years.
  • Ability to multi-task in the face of competing priorities.

Responsibilities

  • Administers and participates in classification, reclassification, organizational, wage, salary and benefit studies; recommends modifications to the City’s classification and compensation plans.
  • Manages the coordination of various employee leaves including FMLA, CFRA, PDL, military leave, leave without pay, workers’ compensation leave including under labor code 4850, temporary disability, etc.
  • Coaches and provides consultation to supervisors on personnel-related matters including recommending appropriate levels of discipline, writing performance improvement plans, Skelly notices and other related disciplinary documentation.
  • Provides staff support in labor contract negotiations and interprets labor contracts to represented employees.
  • Compiles, responds to and coordinates surveys and performs research and statistical and financial analyses on complex administrative, fiscal, personnel and operational issues.
  • Plans and coordinates recruitment and selection activities.
  • Assists with and/or conducts internal investigations as assigned.
  • Prepares City Council agenda statements, ordinances, resolutions and agreements.
  • Reviews, prepares and monitors HR and risk management budgets; participates in the forecast of funds needed for staffing, equipment, materials and supplies; monitors and approves expenditures within guidelines; recommends adjustments as necessary.
  • Updates and revises rules, policies and handbooks as appropriate.
  • Develops and identifies HR and risk management programs and trainings to meet the organization’s needs; ensures mandated training is conducted and documented; monitors program effectiveness in meeting training objective goals and adjusts as required.
  • Provides responsible staff assistance to the Director of Human Resources and Risk Management; conducts a variety of organizational and operational studies; recommends modifications to HR, risk management and safety programs, policies, and procedures as appropriate.
  • Coordinates and administers the services and activities of the City’s safety, loss control, property/liability claims, and other risk management programs.
  • Administers workers’ compensation claims management activities; coordinates with injured workers, doctors, supervisors, attorneys and case managers to facilitate appropriate treatment and return to work; monitors self-insured claims checking account and request transfers.
  • Reviews contracts between the City and others seeking to optimize risk transfer and allocation at a reasonable cost.
  • Reviews status of liability claims with adjusters and defense attorneys giving direction within authority and making recommendations to higher authority as necessary.
  • Completes the City’s annual insurance renewals.
  • Responds to and resolves difficult and sensitive citizen and employee inquiries and complaints.
  • Performs other duties as assigned.
