The team you will be managing: HQR Our team is charged with maintaining and improving the software at the Centers for Medicare and Medicaid Services (CMS) that supports the Hospital Quality Reporting program. Thousands of hospitals across the country depend on these systems to submit quality measure data that reflects the care beneficiaries receive in their facility. Our teams will continuously strive to modernize these systems, while improving them in ways that reduce provider burden and minimize costs to CMS. We do this through HCD and Service design practices, product thinking, and skilled engineering. Overview The Senior Engineering Manager leads delivery, engineering quality, and team performance across multiple development teams. You own execution across complex, data-intensive systems and ensure teams deliver secure, scalable, and compliant solutions. You operate as both a people leader and a technical leader, driving outcomes in a high-stakes, regulated environment. You partner with Product, Design, Security, and CMS stakeholders to align engineering execution with program priorities. You shape engineering practices, improve delivery predictability, and build high-performing teams.

Requirements

  • 10+ years of software engineering experience
  • 4+ years in engineering management roles
  • Experience leading multiple Agile teams in complex environments
  • Strong experience with cloud platforms, especially AWS
  • Experience delivering data-intensive systems and pipelines at scale
  • Deep understanding of CI/CD, DevSecOps, and modern engineering practices
  • Proven ability to improve delivery performance and team effectiveness
  • Strong stakeholder management and communication skills
  • Experience operating in regulated environments or government programs
  • US Citizenship or Green Card only - we do not offer Sponsorship
  • US Residency for at least the past 3 years
  • Able to meet the requirements to hold a position of Public Trust, including successful completion of a US Government background investigation

Nice To Haves

  • Experience with CMS or federal healthcare programs
  • Familiarity with healthcare data standards such as HL7 FHIR
  • Experience with Databricks, large-scale data processing, or analytics platforms
  • Experience with security compliance frameworks such as FedRAMP or NIST
  • Experience managing distributed teams
  • Familiarity with accessibility standards (Section 508)

Responsibilities

  • People Management & Development:
  • Manage engineering managers, senior engineers, and technical leads
  • Set clear expectations and hold teams accountable to delivery outcomes
  • Drive performance management, coaching, and career development
  • Build and retain high-performing teams with strong ownership culture
  • Ensure teams operate with autonomy while maintaining alignment
  • Technical and Delivery Leadership:
  • Own end-to-end delivery across design, development, testing, and operations
  • Ensure systems meet requirements for scalability, reliability, and security
  • Drive adoption of modern engineering practices including CI/CD and DevSecOps
  • Establish strong engineering standards for code quality, testing, and observability
  • Improve delivery predictability through metrics, planning rigor, and dependency management
  • Oversee cloud-native architectures, with focus on AWS-based systems and data platforms
  • Program Execution and Operational Excellence:
  • Drive execution within Agile and SAFe frameworks across multiple teams
  • Manage cross-team dependencies and reduce delivery risk
  • Ensure compliance with CMS security and regulatory requirements
  • Partner with ISSO and security teams to maintain zero high or critical findings
  • Support incident response, root cause analysis, and continuous improvement
  • Stakeholder Management:
  • Own relationships with program leadership and external stakeholders
  • Translate technical decisions into clear business impact
  • Provide proactive communication on risks, tradeoffs, and progress
  • Align engineering execution with legislative and contractual priorities
  • Corporate Leadership:
  • Contribute to Bellese’s engineering strategy, hiring plans, and org design
  • Support standardization engineering practices across teams
  • Lead initiatives such as Communities of Practice and knowledge sharing
  • Drive continuous improvement across tooling, processes, and team structure
