About The Position

The Senior Director of Interim Housing leads Hope the Mission's interim housing programs at scale. This role is responsible for the staff, budgets, contracts, and day-to-day operations that keep those programs running effectively and in compliance with funder requirements. Reporting to the Deputy Chief Program Officer, the Senior Director oversees Program Directors and provides guidance to program managers and staff across multiple sites. The role sets the standard for how programs operate — from how services are delivered to how data is tracked to how emergencies are handled. It works closely with executive leadership, operations, HR, finance, and community partners to make sure facilities, people, and programming are aligned. This is also an external-facing role. The Senior Director represents HTM with county, city, and government partners, attends public meetings, and serves as HTM's point of contact for Coordinated Entry in the San Fernando Valley. The goal is simple: every program delivers safe, accountable services that move people out of homelessness.

Requirements

• Valid California driver's license with an acceptable motor vehicle record.
• Reliable personal transportation and proof of vehicle insurance.
• Ability to travel across multiple program sites in Los Angeles County as required.
• Ability to lift up to 25 lbs. and perform the physical demands described in the job description.
• Compliance with HIPAA standards and all HTM company policies.
• Legal authorization to work in the United States.
• Bachelor's degree in Social Work, human services, public administration, or a related field preferred; Master's degree preferred but not required; relevant work experience will be considered in lieu of degree.
• Minimum 5 years of supervisory experience managing programs and staff, with a track record of increasing leadership responsibility.
• Demonstrated experience managing multiple programs and publicly funded contracts simultaneously.
• Experience managing programmatic budgets in a government-funded environment.
• Demonstrated experience leading large-scale programs or systems change initiatives.
• Experience working with people experiencing homelessness or other vulnerable populations.
• Working knowledge of LAHSA contract requirements and Coordinated Entry systems.
• Proficiency in Clarity (HMIS) preferred.
• Staff supervision and development across a multi-site, multi-level team including Program Directors and program managers.
• Program operations management, including policy implementation, service quality monitoring, and performance target oversight.
• Contract compliance and reporting; ability to work with Contracts/Compliance to review, authorize, and explain scope of services and meet all funder requirements.
• Budget management; ability to monitor spending, identify variances, and assist Finance with budget modifications.
• Data analysis and program reporting; ability to identify trends and make recommendations for program improvement.
• Government and community engagement; ability to represent HTM professionally with city, county, and government entities, coalitions, law enforcement, and community stakeholders.
• Crisis response and incident management; ability to respond quickly and decisively to safety, security, and operational emergencies.
• Cross-departmental coordination with Operations, HR, Finance, Data, and program leadership.
• Clear written and verbal communication, including internal reporting and public-facing representation.
• Proficiency in Microsoft Office Suite and databases.
• Background Screening – Employment is contingent upon the successful completion of background checks as required per worksite.
• Drug and Alcohol Testing – Candidates must pass pre-employment and ongoing drug and alcohol screenings in accordance with company policy.
• Motor Vehicle Record (MVR) Check – For roles requiring driving, employment is contingent upon an acceptable driving record.
• Legal Eligibility to Work – Candidates must provide proof of legal authorization to work in the US.
• Compliance with Company Policies and HIPAA standards – All employees must comply with company policies, including safety, confidentiality, and conduct standards.

• The employee is required to: walk and climb stairs; stand, bend, squat, climb, kneel, and twist on an intermittent or sometimes continuous basis; grasp, push, pull objects such as files, file cabinet drawers, and reach overhead; handle, finger, grasp and feel objects and equipment; reach with hands and arms; be mobile by moving oneself from place to place quickly and easily; repeat various motions with the wrists, hands, and fingers; be able to perform visual activities for (including, but not limited to) administrative and clerical tasks; ability to lift up to 25 lbs.; communicate, receive and exchange ideas, information by means of the spoken and written word; drive vehicles in and around Los Angeles County; be able to enter various buildings that may require climbing stairs; be periodically subjected to outside environmental conditions.
• The employee may work in proximity to service animals and emotional support animals; use a desktop and/or laptop computer; various office machines.

Responsibilities

• Administer and oversee programs and staff.
• Review and provide guidance as needed on written program policies and procedures, ensuring compliance with all LAHSA contracts.
• Ensure integration of evidence-based practices into daily work and programming.
• Work collaboratively with CPO, HTM Operations, Human Resources, and other departments to implement and oversee all facility, personnel, and program aspects.
• Work collaboratively and strategically with other HTM and community organizations to support a seamless and coordinated system of care.
• Provide direct management of Program Directors as well as provide guidance for program managers and staff.
• Analyze program reports and numbers to identify trends and make projections or recommendations for program modification.
• Identify staff development needs and activities.
• Work closely with the team to bring in training opportunities and identify areas for professional growth.
• Respond to emergency and priority situations such as safety and security measures.
• Resolve grievances and troubleshoot incidents.
• Oversee implementation of program policies and procedures.
• Ensure overall policies, procedures, and practices are in line with respective funding sources and with HTM’s goals and values.
• Make sure the programs are effective and deliver desired outcomes by meeting performance targets.
• Understand and work within program and facility budgets and spending.
• Assist HTM Finance and Contracts/Compliance department with modifying and adjusting budgets as needed.
• Ensure all tiny home programs are operating within budget.
• Work collaboratively with the management team and other HTM leadership to build strong relationships with county, city and government entities and funders.
• Represent HTM at government and public meetings.
• Network with local stakeholders to develop and maintain working relationships.
• Work collaboratively with the HTM management team to develop and implement strategies for communication as it pertains to programs and HTM’s presence in the San Fernando Valley (SPA 2) and Greater LA area.
• Educate, network, and represent HTM to local agencies, coalitions, services agencies, chambers of commerce, business improvement districts, neighborhood groups, law enforcement, city and county governments, residents, and other organizations.
• Represent HTM as the main point of contact for all aspects related to Coordinated Entry in the designated region.
• Work closely with the Government and community leaders and their representatives.
• Work with Contracts/Compliance to review and authorize program and contract reports prior to submission.
• Evaluate Program Director/Manager reports to assemble full department reports.
• Work with Contracts/Compliance to review and explain contract scope and services to staff.
• Perform periodic internal audits.
• Attend all monitoring site visits.
• Other duties as assigned.
