•$88 - $88

About The Position

The Senior Developer is a hands-on working lead responsible for building, releasing, and operating STAAND (Stronger Together Against Abuse and Neglect in DC), the District’s federally certified Comprehensive Child Welfare Information System. STAAND is built on Microsoft Dynamics 365 and the Power Platform in a Government Community Cloud tenant, with Azure services in Microsoft’s commercial cloud. The role involves daily development, end-to-end ownership of CI/CD and Power Platform ALM, quality reviews, production support, release management, and direct collaboration with client staff and stakeholders to ensure the system meets operational needs. The developer will design and deliver custom code and integrations, manage automated build and release pipelines, establish engineering quality practices, and support production health. The role also includes stakeholder engagement, requirements refinement, demonstrations, UAT support, and communication with client leadership. Flexible work-from-home options are available.

Responsibilities

  • Design and write complex backlog work, including Dataverse plug-ins and custom APIs in C#/.NET, PCF controls, TypeScript/JavaScript client extensions, Power Fx, Azure Functions, Logic Apps, and integration components.
  • Build and maintain integrations across the GCC and commercial cloud boundary, including retry, idempotency, dead-letter handling, and reconciliation logic.
  • Optimize platform performance, including plug-in execution, queries and FetchXML, API batching, portal behavior, and form and view load times.
  • Implement functionality across six external portals, including web roles, table permissions, and external-user authentication flows.
  • Build and maintain automated unit, integration, and UI regression tests.
  • Produce prototypes and technical spikes, and refactor or retire technical debt on a defined cadence.
  • Own Azure DevOps YAML build and release pipelines, Power Platform Build Tools tasks, solution packaging, environment configuration, and automated deployments across Dev, Test, UAT, Train, and Production.
  • Own branching and merge strategy, versioning, and release cadence; keep solutions and code in source control and prevent manual production changes.
  • Maintain environment strategy and hygiene with the Architect, including refresh cadence, data masking, managed environment policies, DLP alignment, and capacity monitoring.
  • Integrate static analysis, solution checking, dependency and secret scanning, test execution, and failure thresholds into pipeline quality gates.
  • Automate Azure infrastructure provisioning using Bicep/ARM or Terraform.
  • Plan and execute releases, including release notes, deployment runbooks, rollback plans, go/no-go criteria, and post-deployment verification.
  • Prepare for Dynamics 365 release waves and monthly Power Platform updates through early-access testing, deprecation remediation, and regression validation.
  • Reduce release cycle time, deployment failures, and manual deployment steps, and report DORA-style metrics.
  • Review and approve pull requests into protected branches; enforce coding standards, security, performance, and test coverage requirements.
  • Maintain the definition of done, PR checklist, and review SLA, and provide actionable review feedback.
  • Review code for security defects, including injection, insecure deserialization, hardcoded secrets, unsafe portal permissions, and unsafe PII/PHI handling.
  • Review AI-related changes against the Architect’s evaluation framework and mentor CFSA staff and contract developers through code review.
  • Triage, diagnose, and resolve production defects; conduct root cause analysis and implement permanent fixes.
  • Maintain monitoring and observability using Application Insights, Azure Monitor, Dataverse audit and plug-in trace logs, portal telemetry, and integration failure dashboards.
  • Operate to severity tiers and response targets, provide post-release hypercare, and participate in escalation rotation for critical incidents, including outside core hours as required.
  • Monitor capacity, storage, license and API consumption, and Azure spend; maintain and exercise backup, restore, and disaster recovery procedures and validate RTO/RPO.
  • Keep runbooks, known-error records, and support documentation current.
  • Engage directly with social workers, supervisors, private agency partners, resource development specialists, and fiscal staff to understand requests.
  • Facilitate requirements refinement and story elaboration, translating practice language into testable acceptance criteria.
  • Run sprint-end and pre-release demonstrations, gather feedback, and support User Acceptance Testing, including defect triage and go/no-go recommendations.
  • Coordinate with the training organization on release notes, tip sheets, training schedules, and change communications.
  • Serve as technical contact for the super-user community and STAAND help desk escalation path.
  • Brief the District Program Manager and client leadership on delivery status, risks, and trade-offs.
