About The Position

The client seeks a hands-on Senior Developer to build, release, and operate STAAND (Stronger Together Against Abuse and Neglect in DC), the District’s federally certified Comprehensive system. STAAND is built on Microsoft Dynamics 365 and the Power Platform in a Government Community Cloud (GCC) tenant, with Azure services operating in Microsoft’s commercial cloud. This is a working lead role, and the resource is expected to work in the codebase daily. The Senior Developer personally writes complex code, owns CI/CD and Power Platform ALM end to end, gates quality through pull request reviews, runs production support and release processes, and collaborates directly with social workers, supervisors, private agency partners, training staff, and other stakeholders to ensure delivery meets operational needs.

Requirements

  • Bachelor’s degree in Computer Science, Software Engineering, Information Systems, Data Science, a closely related technical discipline, or equivalent experience as stated in the posting’s minimum education section.
  • 16 years of education/experience as listed under the skills section; the posting separately states 15 years of required experience in its summary.
  • 10 years of progressive software development experience.
  • 6 years of hands-on Dynamics 365 CE, Dataverse, and Power Platform development.
  • 5 years of C#/.NET plug-in and custom API development for Dataverse.
  • 4 years of TypeScript/JavaScript client extensions and PCF control development.
  • 4 years in a technical lead role over a development team of at least three developers.
  • 4 years authoring and owning Azure DevOps multi-stage YAML pipelines.
  • 4 years of Power Platform ALM, including solution layering, environment variables, connection references, and managed deployments.
  • 4 years as designated pull-request merge authority on a protected branch.
  • 4 years of production support ownership with defined severity tiers and SLAs.
  • 4 years of Azure development using Functions, Logic Apps, API Management, Service Bus, and Key Vault.
  • 3 years of automated testing for D365 solutions, including unit, integration, and UI regression testing.
  • 3 years of Power Pages/portal development, including web roles and table permissions.
  • 2 years operating a live system through Microsoft biannual release waves.
  • 4 years of direct engagement with non-technical business users for requirements and UAT.
  • 3 years of secure development practice, including code-level security review, secrets management, and PII/PHI handling.
  • Microsoft Certified: Power Platform Developer Associate (PL-400).
  • Microsoft Certified: Power Platform DevOps Engineer Expert (AZ-400).

Nice To Haves

  • 2 years of government-cloud delivery using GCC, GCC High, or Azure Government.
  • 2 years of infrastructure as code using Bicep, ARM, or Terraform.
  • 1 year of generative AI integration using Copilot Studio, Azure OpenAI, or Azure AI Foundry.
  • 3 years of data and reporting work using Power BI, Fabric, Synapse, or Data Factory.
  • 3 years of mentoring and capability transfer to government staff.
  • Microsoft Certified: Azure Developer Associate (AZ-204).
  • Microsoft Certified: Power Platform Solution Architect Expert (PL-600).
  • Microsoft Certified: Dynamics 365 Customer Service (MB-230) or Sales Functional Consultant (MB-210).

Responsibilities

  • Design and write complex backlog work, including Dataverse plug-ins and custom APIs in C#/.NET, PCF controls, TypeScript/JavaScript client extensions, complex Power Fx, Azure Functions and Logic Apps, and integration components.
  • Build and maintain integrations across the GCC and commercial-cloud boundary, including retry, idempotency, dead-letter handling, and reconciliation logic.
  • Optimize platform performance, including plug-in execution, query and FetchXML tuning, API and service-protection limits, portal page and cache behavior, and form and view load times.
  • Implement functionality across six external portals, including web roles, table permissions, and external-user authentication flows.
  • Build and maintain automated unit, integration, and UI regression test coverage.
  • Produce prototypes and spikes to de-risk design decisions and refactor or retire technical debt on a defined cadence.
  • Own Azure DevOps YAML build and release pipelines, Power Platform Build Tools tasks, solution export/pack/unpack, environment variables, connection references, and automated deployments across Dev, Test, UAT, Train, and Production.
  • Own branching and merge strategy, versioning, release cadence, and source control; prevent manual production changes.
  • Maintain environment strategy and hygiene with the Architect, including refresh cadence, lower-environment data masking, managed environment policies, DLP alignment, and capacity monitoring.
  • Integrate static analysis, solution checker, dependency and secret scanning, test execution, and enforced failure thresholds into pipeline quality gates.
  • Automate provisioning of Azure infrastructure using Bicep/ARM or Terraform.
  • Plan and execute releases, including release notes, deployment runbooks, rollback plans, go/no-go criteria, and post-deployment verification.
  • Execute Dynamics 365 biannual release-wave and monthly Power Platform update readiness, including early-access testing, deprecation remediation, and regression validation.
  • Reduce release cycle time, deployment failure rate, and manual deployment steps, and report DORA-style metrics.
  • Review and authorize pull-request merges into protected branches; enforce coding, security, performance, and test standards and maintain review processes and checklists.
  • Review code for security defects, including injection, insecure deserialization, hardcoded secrets, unsafe portal permissions, and unsafe handling of PII/PHI.
  • Review AI-related changes against the Architect’s evaluation framework and mentor CFSA staff and contract developers through code reviews.
  • Own production defect triage, diagnosis, resolution, root-cause analysis, and permanent fixes across modules and portals.
  • Maintain monitoring and observability using Application Insights, Azure Monitor, Dataverse audit and plug-in trace logs, portal telemetry, and integration failure dashboards.
  • Operate according to severity tiers and response/resolution targets, provide post-release hypercare, and participate in critical incident escalation outside core hours as required.
  • Monitor capacity, storage, licensing and API consumption, and Azure spend; maintain and exercise backup, restore, and disaster recovery procedures and keep support documentation current.
  • Work directly with social workers, supervisors, private agency partners, resource development specialists, and fiscal staff to understand requests before building.
  • Facilitate requirements refinement and story elaboration, translating practice language into buildable, testable acceptance criteria.
  • Conduct sprint-end and pre-release demos, collect feedback, plan and support UAT, triage UAT defects, and provide go/no-go recommendations.
  • Partner with the training organization on release notes, tip sheets, training schedules, and change communications; serve as the technical contact for super users and help-desk escalations.
