About The Position

Dhaka Technologies Limited Company (DTLC) is hiring a hands-on Senior Developer on behalf of the District of Columbia Child and Family Services Agency (CFSA). The developer will build, release, and operate STAAND (Stronger Together Against Abuse and Neglect in DC), the District’s federally certified Comprehensive Child Welfare Information System (CCWIS). STAAND is built on Microsoft Dynamics 365 and the Power Platform in a Government Community Cloud (GCC) tenant, with Azure services operating in Microsoft’s commercial cloud. This is a working lead role requiring daily hands-on development, ownership of CI/CD and Power Platform ALM, quality oversight through pull request reviews, production support and release management, and direct engagement with agency staff and partners. The role includes developing Dataverse plug-ins and custom APIs in C#/.NET, PCF controls, TypeScript/JavaScript extensions, Power Fx, Azure Functions, Logic Apps, and integrations. The Senior Developer owns build and release pipelines, source control and branching practices, deployment automation, quality gates, infrastructure provisioning, release readiness, production monitoring, incident response, and solution health. The position also mentors staff and contract developers and works with CFSA stakeholders to refine requirements, support UAT, demonstrate work, and communicate delivery status and risks.

  • Operate to severity and response targets, provide post-release hypercare, and participate in critical incident escalation rotation, including outside core hours as required.
  • Monitor capacity, storage, license and API consumption, and Azure spending; maintain and exercise backup, restore, and disaster recovery procedures.
  • Keep runbooks, known-error records, and support documentation current.
  • Engage directly with social workers, supervisors, private agency partners, resource development specialists, and fiscal staff to understand requests.
  • Facilitate requirements refinement and story elaboration, translating practice language into testable acceptance criteria.
  • Run sprint-end and pre-release demonstrations, plan and support UAT, triage UAT defects, and provide go/no-go recommendations.
