About The Position

Info-Matrix is seeking a Senior Business Analyst with significant Medicaid/MMIS experience in a client-side environment. The role supports an MMIS modernization initiative and requires anticipating future needs and trends to drive innovation throughout the modernization lifecycle. A core focus is producing high-quality Business Requirements Documents (BRDs) and using AI capabilities to improve the accuracy and efficiency of business analysis work products. The analyst will gather and manage business requirements, facilitate Joint Application Development (JAD) sessions, plan business systems, and validate implementation. The role also involves stakeholder engagement, independent management of the business domain, and ensuring requirements align with Software Development Life Cycle (SDLC) standards. Candidates local to Harrisburg, Pennsylvania are prioritized, and the role requires being onsite at least once per week.

Requirements

Strong MMIS experience in a client environment, from a state agency perspective, rather than solely a vendor-module perspective.
Demonstrated experience working with Electronic Visit Verification (EVV).
Proven experience gathering requirements and planning business systems for large-scale IT modernizations.
In-depth knowledge of the Software Development Life Cycle (SDLC) and BABOK.
Demonstrated ability to write business requirements, distinct from functional or technical requirements.
Forward-thinking mindset and a track record of proactively identifying improvement opportunities.
Excellent verbal and written communication skills.
Familiarity with TFS/ADO (Azure DevOps) and MS Project.
Strong proficiency in Microsoft Office, including Word, Excel, and PowerPoint.
Experience in AI prompt engineering and evaluating AI responses for professional work products.
Ability to be onsite at least once per week.

Responsibilities

Identify, gather, and document business requirements for the MMIS Modernization initiative.
Track requirement changes from original project scope through JAD sessions to final module-specific requirements.
Conduct JAD sessions involving end-users, business analysts, software developers, and QA teams.
Perform business systems planning, procedural development, and implementation validation.
Produce comprehensive BRDs covering background, process flows, business requirements, and operational impacts.
Manage business contingency planning and problem-solving for complex system modernizations.
Ensure requirements align with SDLC standards.
Generate AI prompts to assist in creating MMIS business requirements, BRD sections, and test scenarios.
Evaluate AI-generated responses for accuracy and relevance, and iteratively revise prompts to improve output quality.
Develop and maintain strong working relationships with stakeholders and clients.
Manage the business domain independently to ensure project goals are met.
