About The Position

Dexian Government Solutions is recruiting a Scrum Master to support its USPS-OIG contract in Arlington, Virginia. The role combines Agile facilitation and Business Analyst responsibilities for the Operations and Maintenance (O&M) applications team. The Scrum Master guides the team in applying Agile principles and Scrum practices, facilitates Scrum ceremonies, removes impediments, and promotes collaboration and continuous improvement. The Scrum Master is the primary liaison among agency stakeholders, end-users, the Product Owner, and the development team. The role translates operational needs into actionable user stories and acceptance criteria and supports backlog refinement and prioritization so requirements are clear, aligned with business objectives, and ready for sprint execution. The Scrum Master also coaches the team, encourages self-organization and cross-functional development, and helps improve Agile practices across the organization. A favorably adjudicated Public Trust Background Investigation is required to start. The role also requires customer approval and successful completion of a preemployment background screening.

Requirements

Bachelor's degree and at least 4 years of product or project development experience; alternatively, 3 years of project development experience on an Agile Team; alternatively, 4 additional years of experience in lieu of a bachelor's degree.
Certified Scrum Master certification.
Demonstrated experience facilitating meetings at multiple levels of an organization and understanding of facilitation techniques.
Intermediate working knowledge of Microsoft Office applications, including Outlook, Word, and Excel.
Outstanding communication, facilitation, negotiation, and coaching skills.
Knowledge of an Agile framework or method, such as Scrum or Kanban, or understanding of software development life cycle models, along with in-depth knowledge of traditional project management principles and practices.
Adept at backlog refinement, story splitting, estimation, velocity, retrospection, and other Scrum techniques.
Favorably adjudicated Public Trust Background Investigation required to start; customer approval and successful preemployment background screening are also required.

Responsibilities

Guide and coach the Scrum Team in using Agile practices and principles to deliver high-quality products and services.
Help the team reach a high-performing level by identifying strengths and areas for improvement and applying appropriate coaching and development techniques.
Ensure Scrum is understood and that the team follows Scrum theory, practices, and guidelines.
Coach the team in self-organization, cross-functional skills, domain knowledge, and effective communication.
Work with the Scrum Team and internal and external stakeholders to influence decision-making and support organizational project or product teams.
Resolve team impediments, collaborating with other Scrum Masters to improve the application of Scrum across the organization.
Work with Agile coaches and other Scrum Masters to develop in the role and contribute to the improvement of Agile practices.
Facilitate and support sprint planning, daily Scrum, sprint reviews, and sprint retrospectives.
Serve as the primary liaison between agency stakeholders, end-users, the Product Owner, and the development team.
Translate operational needs into user stories and acceptance criteria; support backlog refinement and prioritization to ensure requirements are well-defined and ready for sprint execution.
Plan and solve problems with product management and delivery teams.
Facilitate meetings at multiple levels of the organization.
