About The Position

The Rural Partnership Project Analyst and Coordinator provides dedicated analytical, planning, and coordination capacity to advance PIDF’s rural partnership strategy for family and community well-being. The position serves as a central coordinating point among PIDF leadership and programs, rural communities, healthcare and community-based organizations, workforce and academic partners, public agencies, evaluators, funders, and other collaborators. The position researches and synthesizes community conditions and promising approaches, coordinates cross-sector initiatives and partner engagement, facilitates community-informed planning, maintains project accountability systems, translates emerging concepts into practical implementation readiness materials, and helps make the case for public and private investment. Working under the direction of PIDF leadership, the position connects PIDF program teams and rural communities with lead health organizations, community clinical centers, community-based service providers, workforce and academic partners, evaluators, funders, and public agencies. The coordinator keeps decisions, responsibilities, timelines, and follow-through visible while ensuring that family, community, and frontline perspectives inform planning and implementation. The role does not provide clinical care; clinical activities must be conducted or overseen by appropriately qualified partners.

Requirements

  • Bachelor’s degree in public health, health administration, social science, education, public policy, business, community development, or a related field, or an equivalent combination of relevant education and experience.
  • At least three (3) years of progressively responsible experience in project coordination, program development, applied research, partnership development, community engagement, healthcare, education, human services, or a related field.
  • Demonstrated ability to research complex topics, assess sources, synthesize qualitative and quantitative information, and translate findings into clear recommendations and action plans.
  • Demonstrated experience coordinating multi-party projects, facilitating meetings, tracking decisions and deliverables, and moving work forward without direct authority over all contributors.
  • Strong writing, presentation, and interpersonal skills, including experience preparing proposals, concept papers, pitch materials, reports, or executive briefings.
  • Ability to build trusted relationships with families, community leaders, frontline staff, executives, healthcare professionals, funders, and public-sector partners.
  • Working knowledge of spreadsheets, presentations, shared-document systems, project tracking tools, and basic data visualization or reporting.
  • Ability and willingness to travel regularly within Hawaiʻi, including interisland travel, and to participate in occasional evening or community-scheduled activities.
  • Must have access to a vehicle, a valid driver's license, a safe and responsible driving record, and current no-fault auto insurance with at least $100,000 in bodily injury liability per person and $25,000 in property damage liability.

  • Graduate degree or advanced training in public health, healthcare administration, social work, education, evaluation, public policy, business, or a related field.

Responsibilities

  • Research the needs, strengths, priorities, existing resources, service gaps, and opportunities of rural and Native Hawaiian communities and identify partnership models that can improve family and community well-being.
  • Synthesize research, community input, program data, partner guidance, policy requirements, workforce approaches, and funding conditions into concise findings, decision briefs, presentations, landscape analyses, and practical recommendations for PIDF leadership and partners.
  • Map existing services, community assets, prospective partners, referral pathways, organizational capacity, and service gaps across priority rural communities.
  • Track relevant public and philanthropic funding opportunities, policy developments, financing approaches, and partnership opportunities that may support implementation and responsible expansion.
  • Maintain the integrated project work plan, milestone calendar, responsibility matrix, decision log, risk and issue log, partner contact list, and shared document system.
  • Coordinate collaborative meetings, site visits, workgroups, training activities, and executive briefings; prepare agendas and pre-reads; document decisions and commitments; and follow through on action items.
  • Help establish clear partner roles, governance structures, decision-making processes, communication protocols, and procedures for resolving implementation questions.
  • Coordinate preparation and review of partnership agreements, scopes of work, memoranda of understanding, data-sharing documents, budgets, and other pilot-readiness materials with the responsible internal and external leads.
  • Plan and facilitate culturally grounded listening sessions, caregiver discussions, frontline staff consultations, partner design sessions, and site or community readiness assessments across islands and communities.
  • Create accessible engagement materials and participation options that respect family schedules, local knowledge, language, transportation needs, confidentiality, dignity, voice, and choice.
  • Document what families, frontline staff, and community leaders identify as local strengths, priorities, barriers, and preferred approaches, and show how that input informs project decisions.
  • Support productive cross-sector discussions among partners with different professional roles, operating requirements, and organizational cultures while keeping attention on shared outcomes for children and families.
  • Coordinate the development of each initiative’s core activities, participant experience, staffing model, partner roles, shared workflows, and implementation schedule.
  • Work with PIDF programs, communities, and partners to establish site or community selection criteria, conduct readiness assessments, and prepare documented recommendations for implementation.
  • Support the coordination of training and capacity-building plans for selected PIDF staff and partners, including schedules, logistics, participation tracking, and follow-up support.
  • Translate program, community, partner, and regulatory requirements into practical operating procedures, referral or service pathways, communication protocols, and tools that staff can use.
  • Identify implementation costs, partner contributions, operational dependencies, compliance considerations, and risks; maintain initiative budgets and recommend options for phased delivery.
  • Coordinate with program, community, service, data, and evaluation partners to define practical outcomes and measures related to access, family strengthening, education, health, partnership performance, and implementation quality.
  • Support development of data collection, referral or service tracking, learning, evaluation, privacy, consent, and data-sharing protocols appropriate to each initiative and partner responsibility.
  • Develop dashboards, status reports, and learning summaries that allow leaders and partners to monitor readiness, participation, partner performance, implementation questions, and progress toward agreed milestones.
  • Research and cultivate prospective partners by maintaining the partnership pipeline, e.g. health, clinical, community, workforce, academic, evaluation, public-sector, and funding partners whose capabilities fill defined needs in rural initiatives.
  • Support PIDF leadership in partner cultivation and follow-up by preparing tailored concept summaries, pitch decks, talking points, proposals, meeting briefs, and follow-up materials for lead health organizations, community clinical centers, government agencies, foundations, and other prospective supporters.
  • Participate in partner and funder meetings, present the project clearly, capture feedback, and coordinate timely follow-up under the direction of PIDF leadership.
  • Maintain a qualified partnership and funding pipeline that records the opportunity, strategic fit, relationship owner, next action, decision timeline, potential contribution, and status.
  • Help negotiate practical partner commitments and assemble coordinated financing strategies for implementation, ongoing operations, evaluation, and responsible expansion.
  • Produce clear and accurate written materials for executive, community, partner, funder, and board audiences, adapting technical detail without losing meaning.
  • Maintain organized source files, meeting records, versions, and supporting evidence so project decisions and funding claims are traceable.
  • Provide concise, regular progress updates that identify completed work, upcoming decisions, risks, dependencies, and requested leadership action.
  • Perform other related duties that advance the project’s approved goals and remain within the position’s scope.
