About The Position

The Roving Property Manager will work independently to provide coverage for all property management responsibilities during acquisitions of new communities, Property Manager vacations and/or transitions, and open positions. Accountable for the satisfactory financial performance, physical condition, and marketability of assigned properties. Responsible for all phases of management while at a community. Will primarily be responsible for daily travel within Region 3, Western and Central Massachusetts, with occasional travel to the CT and NY portfolios. Some overnight stays will be required.

Requirements

  • Bachelor’s degree in related field or equivalent knowledge or experience.
  • Five years of related work experience.
  • Familiarity with property management.
  • Familiarity with budgeting.
  • Familiarity with housing agency regulations.
  • Familiarity with the Low-Income Housing Tax Credit Program.
  • Knowledge of Microsoft Word.
  • Knowledge of Microsoft Excel.
  • Knowledge of Yardi.

Responsibilities

  • Provide coverage for all property management responsibilities during acquisitions of new communities, Property Manager vacations and/or transitions, and open positions.
  • Ensure satisfactory financial performance, physical condition, and marketability of assigned properties.
  • Manage all phases of property management while at a community.
  • Foster a positive, active, and collaborative relationship with residents, prospects, employees, local communities, and associated agencies.
  • Enforce and adhere to company policies, procedures, rules, and regulations.
  • Meet weekly with property teams of each assigned property.
  • Meet weekly, or more often as needed, with the Regional Vice President of the assigned property.
  • Identify training needs for direct reports or special assignments.
  • Provide on-going assessment of new hires through a 30, 60 and 90-day program.
  • Monitor progress in performance and identify areas of deficiency for follow-up training recommendations.
  • Develop, monitor, and oversee all site management related programs, policies, plans, contracts and agreements for any assigned properties.
  • Oversee all aspects of the Property Management Office.
  • Monitor all rental programs and waiting lists and administer all renting and leasing procedures for market and affordable properties.
  • Administer and/or supervise rent collection, income recertification process, deposit procedures and review agency billing.
  • Prepare all reports, including monthly management, weekly marketing, delinquency/occupancy, excess rent, bad debt write-off, security deposit reconciliations, and expense reports.
  • Prepare annual operating budgets and 10-year capital needs plans.
  • Review monthly financial statements, enter variance comments, and report variances to the Financial Manager, Accounting, and Regional Vice President.
  • Monitor energy/utility consumption.
  • Prepare reserve for replacement withdrawal packages and monitor receipt and deposits.
  • Interact and negotiate contracts for services and supplies.
  • Interact with housing agency personnel.
  • Ensure agency regulation compliance and deadlines for documentation.
  • Respond to requests for information from home office personnel and service centers.
  • Ensure affirmative action compliance and reporting.
  • Administer ADA/section 504 reasonable accommodation policy.
  • Interact with residents, hold resident meetings, and handle resident complaint procedures.
  • Supervise and coordinate all marketing, resident services, recreational activities, and programs.
  • Perform all leasing functions when needed for both Affordable and Market properties.
  • Oversee security procedures if applicable to assigned property.
  • Monitor turnovers, major replacements, and exterminating.
  • Oversee all aspects of maintenance and landscape.
  • Handle all aspects of property and unit inspections.
  • Monitor all aspects of site safety, accident and insurance reporting, and emergency and media training.
  • Follow through with Housing Stabilization Plan.
  • Monitor service orders, purchase procedures, and inventory.
  • Engage current residents through community programming and events fostering a positive resident experience that will support resident satisfaction to minimize turnover.
  • Work patiently, professionally, and cooperatively with residents, prospects, and team members to provide high quality customer service.
  • Preserve and respect resident and applicant confidentiality.
