About The Position

The Office of the Insurance Commissioner (OIC) seeks a qualified individual for the Revenue Specialist (Fiscal Technician 3) position. This role is within the Operations Division and is based out of our Tumwater Office. This position offers an opportunity to put your fiscal knowledge and problem-solving skills to work every day. You’ll process agency receipts and refunds, prepare deposits, resolve payment issues, maintain billings, and ensure financial transactions are accurately recorded in the state’s accounting systems. You’ll use independent judgment to research discrepancies, identify solutions, interpret applicable rules and requirements, and ensure fiscal activities are completed in accordance with state accounting best practices. You’ll also serve as an important resource for customers and colleagues by responding to payment questions, resolving complex payment issues, and providing backup support across the Fiscal Unit. Your attention to detail, sound judgment, organization, and commitment to accuracy will help ensure the agency’s financial processes are reliable and accountable. This recruitment may be used to establish a qualified pool of candidates for Fiscal Technician 3 vacancies in the next sixty days. This is a Washington General Service position.

Requirements

  • Two (2) years of full-time relevant professional experience performing clerical or fiscal supporting duties AND 15 quarter or 10 semester hours of college level accounting, auditing, finance, or budgeting.
  • Basic level in Microsoft Outlook, Word, and Excel.

Nice To Haves

  • Experience working in Agency Financial Reporting System (AFRS).
  • Experience working in the Treasury Management System (TMS).

Responsibilities

  • Process agency receipts, payments, refunds, and other fiscal transactions accurately and timely.
  • Prepare daily cash receipts journals and bank deposits, and research and resolve deposit discrepancies.
  • Monitor financial reports to identify errors, discrepancies, and action items, using independent judgment to determine appropriate resolutions.
  • Research and resolve payment issues, including returned payments, ACH rejections, non-sufficient funds (NSFs), disputed charges, and past-due payments.
  • Prepare, verify, and enter fiscal documents into the Agency Financial Reporting System (AFRS), ensuring accuracy and compliance with state accounting requirements.
  • Maintain billing records, establish billings, and prepare and distribute invoices for agency fees and consent orders.
  • Review and process revenue refund requests and other fiscal documents for accuracy and completeness.
  • Serve as a primary point of contact for payment-related questions and provide responsive, professional customer service to internal and external customers.
  • Process and distribute incoming fiscal mail and outgoing warrants, and verify vendor payment information for accuracy.
  • Provide backup support for travel, accounts payable, and other fiscal functions to help maintain continuity of Fiscal Unit operations.
  • Research and resolve fiscal issues while applying applicable rules, regulations, policies, and state accounting best practices.
  • Maintain accurate records and documentation and complete required reporting related to unclaimed property and other fiscal activities.
