About The Position

The Washington State Department of Transportation (WSDOT) is seeking detail-oriented financial professionals to fill non-permanent positions on the Project Support and Receivables (PS&R) team within the Accounting and Financial Services Division. These positions provide essential fiscal, grant, and contract analysis that supports the agency’s financial integrity and fiduciary responsibilities. Through accurate and responsible financial stewardship, these roles help ensure resources are effectively managed in support of safe, reliable transportation and ferry operations. These positions contribute to sound financial practices that strengthen WSDOT’s ability to serve communities and the traveling public across Washington State. This is a non-permanent opportunity, expected to last 12 months.

Requirements

  • Knowledge of Generally Accepted Accounting Principles (GAAP) and their application to governmental accounting, including revenue recognition and accounts receivable.
  • Knowledge of accounts receivable lifecycle management, including third party damage receivables, adjustments, collection monitoring, allowance for doubtful accounts, and writeoffs.
  • Knowledge of financial reporting concepts and performance measures used to evaluate receivable balances, cash collections, and collection effectiveness.
  • Skill in analyzing, reconciling, and validating accounting data to ensure accurate recording of revenues, expenditures, and accounts receivable.
  • Skill in researching complex accounting issues across multiple financial and reporting systems and determining appropriate corrective actions.
  • Ability to communicate complex financial information clearly and effectively, both orally and in writing, to diverse audiences.
  • Ability to work independently, exercise sound professional judgment, and make decisions within assigned authority.
  • Ability to manage a dynamic workload, balance competing priorities, and complete assignments accurately and within required timeframes.
  • Ability to work effectively as part of a team, contribute to shared goals while maintaining individual accountability.

Nice To Haves

  • Knowledge of federal and state fiscal regulations and requirements governing public-sector accounting and receivable management.
  • Knowledge of enterprise financial systems and subsidiary receivable and reporting systems used to record, research, and report fiscal activity.
  • Skill in processing and adjusting receivable transactions, including ensuring appropriate supporting documentation and compliance with internal controls.
  • Skill in translating complex accounting and financial data into clear, concise, and actionable information for management and program staff.
  • Skill in using enterprise accounting systems (e.g., TRAINS) to independently query data, prepare financial entries, and support accurate fiscal reporting.
  • Ability to consult with program managers and stakeholders on proper accounting treatment and the fiscal impacts of accounting decisions.

Responsibilities

  • Perform senior-level financial monitoring and analysis in accordance with GAAP, regulations, and WSDOT policies.
  • Review expenditures for federal grant and FHWA compliance.
  • Provide guidance on complex financial, funding, and compliance matters.
  • Establish and maintain work orders and agreements in TRAINS.
  • Determine appropriate funding, coding, billing, and accounting requirements.
  • Analyze grants, match requirements, federal eligibility, and financial data.
  • Monitor and reconcile accounts, revenues, and general ledgers.
  • Resolve accounting, billing, and accounts receivable issues.
