About The Position

The Department of Revenue, Tax Division is recruiting for a Revenue Appeals Officer 1/2 in Anchorage. This position involves reviewing taxpayer appeals for all tax types by examining facts and arguments, understanding case issues, and applying Alaska statutes and regulations to determine the correct outcome. The role includes conducting informal conferences with taxpayers, collaborating with coworkers and the Department of Law to resolve appeal issues, and researching tax and legal questions. Responsibilities also include writing clear, well-organized informal conference decisions, accurately calculating tax, penalty, and interest adjustments, and inputting corrections into the Tax Division’s system. Additionally, the position supports the Department of Law in preparing cases for formal hearings and higher-level appeals, helping to present the Department’s position professionally. The Tax Division’s mission is to collect taxes, inform stakeholders, and regulate charitable gaming. The Appeals group impartially reviews taxpayer appeals of assessments for all tax types administered by the Tax Division, including charitable gaming. Revenue Appeals Officers are exposed to a wide variety of issues across all tax types.

Requirements

  • Revenue Appeals Officer 1: A bachelor’s degree from an accredited college in accounting, finance, or business that includes at least 18 semester hours (27 quarter hours) in accounting, auditing, or tax. Three semester hours (four quarter hours) in business law or statistical sampling may apply toward the required credit hours. AND Two years of journey level professional experience in auditing, public accounting and/or legal tax experience. The required experience includes work such as Oil and Gas Revenue Auditor 3, Corporate Income Tax Auditor 3, or Tax Auditor 4 with the State of Alaska or the equivalent with another employer.
  • Revenue Appeals Officer 2: A bachelor's degree from an accredited college in accounting, finance, or business that includes at least 18 semester hours (27 quarter hours) in accounting, auditing or tax courses. Three semester hours (four quarter hours) of business law or statistical sampling may apply toward the required credit hours. AND EITHER Two years of journey level professional experience conducting informal conferences and issuing written informal conference decisions for progressively responsible appeal cases with at least three appealed issues and working with formal appeal cases. This experience is met by service as a Revenue Appeals Officer 1 with the State of Alaska or the equivalent with another employer. OR Three years of advanced professional level experience in auditing, public accounting and/or legal tax experience. The required experience includes work such as Oil and Gas Revenue Auditor 4 or a Corporate Income Tax Auditor 4 with the State of Alaska or the equivalent with another employer.
  • Substitution for RAO 1: A juris doctor degree from an accredited law school. OR A master’s degree from an accredited college or university in taxation.
  • Substitution for RAO 2: A juris doctor degree from an accredited law school. AND Two years of advanced professional level experience in auditing, public accounting and/or legal tax experience. The required experience includes work such as Oil and Gas Auditor 4 or a Corporate Income Tax Auditor 4.

  • Copies of all performance evaluations received for the last two years, or a written statement explaining why they were not available, or two letters of professional reference.
  • Copy of transcripts, if using education to meet minimum qualifications.
  • A technical or professional writing sample, not to exceed 5 pages.

Responsibilities

  • Review taxpayer appeals for all tax types by examining the facts and arguments, understanding the issues for each case, and applying Alaska statutes and regulations to determine the correct outcome.
  • Conduct informal conferences with taxpayers and work collaboratively with coworkers and the Department of Law to resolve appeal issues.
  • Research tax and legal questions and write clear, well-organized informal conference decisions that communicate and support the determination for each case.
  • Accurately calculate tax, penalty, and interest adjustments based on the informal conference decision, and input any corrections into the Tax Division’s system.
  • Work as part of a team with the Department of Law to prepare cases for formal hearings and higher-level appeals, helping present the Department’s position in a professional and well-supported manner.
