About The Position

The mission of New Horizons is to support people to achieve self-reliance, exercise control over their lives and realize their dreams and desires. The Residential Services Manager is responsible for the overall leadership, management, and compliance of New Horizons’ community-based and residential programs. This position ensures high-quality services that align with the agency’s mission, strategic plan, and all applicable federal, state, and local regulations. The Residential Services Manager provides direct supervision to program supervisors, oversees staffing and budgets, ensures regulatory compliance (including ARSD standards), and serves as a key member of the Management Team.

Requirements

  • Bachelors Degree in Behavioral Sciences; or some combination of education and experience in human services, social services or health care preferred.
  • Minimum of three years experience with developmentally disabled individuals in a community setting.
  • Minimum of one year supervisory experience in human services.
  • Use of keyboard, some typing, along with limited data entry is required.
  • This position requires access to Electronic Personal Health Information (EPHI). Current HSA Policies and Procedures apply.
  • It is the responsibility of the employee to read, understand, and comply with HSA policies and procedures that apply to protected information and security.
  • Questions about EPHI and HSA Policies should be directed to the HSA Security Officer.
  • Services provided by HSA will be welcoming, accessible, integrated, and responsive to the complex needs of people with co-occurring disorders/conditions.

Responsibilities

  • Provide direct supervision, coaching, and mentoring to residential supervisors and leadership staff.
  • Conduct regular supervisory meetings and performance evaluations.
  • Address performance concerns and implement disciplinary action consistent with agency policy.
  • Foster a positive, accountable, and mission-driven work environment.
  • Ensure supervisors maintain appropriate documentation and staff oversight.
  • Ensure high-quality residential services that promote independence, dignity, and person-centered supports.
  • Monitor implementation of Individual Support Plans (ISPs) to ensure compliance with ARSD requirements.
  • Attend team meetings and ISPs when concerns arise or leadership presence is needed.
  • Ensure appropriate staffing coverage across residential settings, including monitored apartments and community-based homes.
  • Perform other duties as assigned consistent with exempt responsibilities.
