About The Position

This is a full-time, on-site leadership position overseeing a 24/7 residential treatment program for behavioral health and substance use disorder treatment, including withdrawal management. The program operates 24 hours a day, 7 days a week, including holidays. Residential treatment admissions are typically between 8:00 AM and 5:00 PM, Monday through Sunday, with the capability to accept admissions outside these hours. Withdrawal management/detox admissions are available 24 hours a day, 7 days a week, and must be conducted within 48 hours of request for services. The role requires managing approximately 33 clinical and operational staff and ensuring compliance with various regulations and protocols.

Requirements

  • Minimum 3 years managing a California state-licensed/DHCS residential substance use treatment program
  • Experience managing 24/7 residential behavioral health or SUD operations
  • Direct experience with ASAM 3.2 withdrawal management/detox protocols
  • Working knowledge of Drug Medi-Cal Organized Delivery System (DMC-ODS)
  • Working knowledge of ASAM Criteria
  • Experience supervising multidisciplinary clinical and operational teams
  • A clear fingerprint background check with no state or federal healthcare exclusions

Nice To Haves

  • Active California LCSW, LMFT, LPCC, Licensed Psychologist, or any applicable professional license
  • Certified or Registered Alcohol and Drug Counselor
  • Relevant training/certifications may include: Staff performing withdrawal-management observations must receive appropriate training, including CPR, First Aid, Naloxone Administration, Withdrawal Management/Detoxification training
  • DHCS licensing review experience
  • Drug Medi-Cal/DMC-ODS audit experience
  • Experience serving individuals with co-occurring mental health and substance use disorders
  • SmartCare EHR experience
  • CalOMS and DATAR reporting experience
  • Knowledge of DHCS residential SUD licensing and Drug Medi-Cal requirements
  • Strong understanding of ASAM 3.1, 3.2 and 3.5
  • Experience with detox/withdrawal management protocols
  • Knowledge of DMC-ODS documentation and audit requirements
  • SmartCare, CalOMS and DATAR experience preferred
  • Strong staff leadership, compliance and quality-management skills
  • Bilingual English/Spanish preferred

Responsibilities

  • Lead daily operations of the residential SUD and withdrawal management program.
  • Manage approximately 33 clinical and operational staff.
  • Support DHCS licensing, detox authorization and Drug Medi-Cal certification.
  • Oversee 24/7 operations, admissions, staffing and client safety.
  • Ensure ASAM 3.2 observation, vital-sign and documentation requirements are followed.
  • Manage County authorizations, treatment coordination and discharge planning.
  • Maintain accurate, audit-ready documentation in SmartCare.
  • Ensure compliance with DHCS, DMC-ODS, ASAM, HIPAA and applicable County requirements.
