About The Position

This is an internal agency opportunity for current employees of the Florida Department of Agriculture and Consumer Services. The Regulatory Specialist II performs complex examination and analysis of licensee's criminal history and mental stability information to determine continued eligibility for licensure. This role involves independent evaluation of licensure criteria, research and verification of criminal histories, and monitoring of licensees with active criminal cases. The position also involves preparing correspondence for administrative actions, updating databases, and creating regulatory review case packages. Additionally, the role requires data entry using specific computer systems, reviewing scanned documents, and providing guidance to licensees and assistance to legal staff and the public. The incumbent will also handle telephone inquiries and refer them to the appropriate offices or agencies.

Requirements

  • A high school diploma or its equivalent and five (5) years of professional or nonprofessional experience administrative work, regulatory work, consumer complaint program work, interviewing, business administration, customer or public relations or investigations; or An equivalent combination of education and experience which equals five (5) years can substitute for the above requirements; or A bachelor’s degree (4 years) from an accredited college or university and one (1) year of professional or nonprofessional experience in administrative work, regulatory work, consumer complaint program work, interviewing, business administration, customer or public relations or investigations.

Responsibilities

  • Performs complex examination and analyses of licensee’s criminal history and mental stability information received from various local, state, and national law enforcement agencies, and other related information to determine continual eligibility for licensure; independently evaluates licensure criteria in accordance with Chapter 493, Florida Statutes, and Section 790.06, Florida Statutes.
  • Makes determinations through independent research and verification of a licensee’s criminal history through the Comprehensive Case Information System, the Department of Corrections, the Clerk of the Courts and other related agencies. Monitors and tracks licensees with active criminal cases pending in various courts and awaiting final disposition to determine continued eligibility for licensure.
  • Researches and prepares correspondence and materials related to administrative actions dealing with suspensions and revocations.
  • Updates appropriate databases to reflect administrative action taken against licensees. Creates regulatory review case package for administrative action and tracks assignment to ensure final action has been taken.
  • Performs appropriate data entry transactions to maintain records and statistics using a complex interactive computer database, specifically, the Imaging and Process Management System (IPMS). The incumbent must have a thorough working knowledge of a variety of integrated software packages.
  • Reviews scanned documents to ensure legibility before entry into the IPMS and indexes documents to ensure proper storage and efficient retrieval within the IPMS.
  • Provides the licensees guidance on the actions necessary to resolve administrative actions or to request a hearing, when necessary, under the regulatory function of the division. Provides assistance to the division’s legal staff, the Bureau of Regulation and Enforcement and the general public.
  • Handles telephone inquires from licensees who have received notice of suspensions and/or administrative complaints regarding revocations. Refers telephonic inquiries to the proper office or section when appropriate. Refers calls that are within the jurisdiction of another agency to that agency.
  • Performs other duties as assigned by supervisor.
