About The Position

This position serves as a Regulatory Program Specialist within the Division of Agricultural Environmental Services at the Florida Department of Agriculture and Consumer Services. This is an internal agency opportunity, meaning only current employees of the Florida Department of Agriculture and Consumer Services will be considered. The role involves significant regulatory responsibilities and requires a strong understanding of various Florida Statutes and Administrative Codes related to pesticides, fumigation, and aircraft registration. The specialist will coordinate systems, review applications, answer public inquiries, develop guidance, and assist with policy development. Occasional travel is required, and flextime in work schedules is available.

Requirements

  • A high school diploma or its equivalent and seven (7) years of professional or nonprofessional experience in administrative work, regulatory work, consumer complaint program work, interviewing, business administration, customer or public relations or investigations.
  • OR An equivalent combination of education and experience which equals seven (7) years can substitute for the above requirements.
  • OR A bachelor’s degree (4 years) from an accredited college or university and three (3) years of professional or nonprofessional experience in administrative work, regulatory work, consumer complaint program work, interviewing, business administration, customer or public relations or investigations.
  • Requires possession of a valid driver license.

  • Advanced knowledge of Chapters 388, 482, and 487, F.S., and Rules 5E‑2, 5E‑9, 5E‑13, and 5E‑14, F.A.C., with demonstrated ability to apply them to non‑routine, complex scenarios.

Responsibilities

  • Independently serves as the Pesticide Use Permit System Coordinator, reviewing applications, determining requirements, and issuing permits or deficiencies.
  • Coordinates with scientific teams to analyze and identify restricted areas for pesticide applications.
  • Assists the supervisor with developing, administering, and ensuring compliance with relevant Florida Administrative Codes.
  • Answers public inquiries regarding permit applications and assists with permit submission via telephone, email, or the Department’s Pesticide Use Permitting System.
  • Develops written guidance, training materials, and resources for industry and internal staff.
  • Facilitates resolution of contested cases by providing expert-level review and determination.
  • Independently serves as the Fumigation System Coordinator, reviewing Notices of Fumigation (NOFs) for completeness and entering them into the system.
  • Communicates NOF deficiencies to customers and reviews/approves fumigation portal account requests.
  • Handles fumigation-related inquiries and leads advanced evaluation of NOF system performance.
  • Independently serves as the primary processor for all aircraft registration applications, making recommendations and communicating deficiencies.
  • Answers registrant inquiries regarding new registrations, renewals, and other related questions.
  • Evaluates complex aircraft registration cases, performing advanced assessment of statutory and regulatory requirements.
  • Independently serves as the primary evaluator and processor for all exams requiring Proctor Review, determining exam validity and notifying examinees of proctor fails.
  • Tracks proctor fails and notifies the examination vendor of examinees requiring banning.
  • Elevates suspected cheating incidents to the supervisor for review.
  • Assists supervisor with training and serves as a versatile team member who is cross-trained in all program processes.
  • Reviews and monitors Standard Operating Procedures (SOPs) for the program and facilitates updates.
  • Assists Scientific Evaluation, Legal, and IT with cross-functional projects to implement program improvements, system enhancements, and process changes.
  • Develops and maintains program performance metrics, reporting findings to management with recommended strategies.
  • Represents the Department at industry workshops, meetings, and trainings.
  • Performs other duties as required.
