About The Position

This position serves as the designated night shift lieutenant for the Bureau of Uniform Services and assumes bureau-wide supervisory and command responsibilities during night shift hours in the absence of other assigned lieutenants and captains. The incumbent in this position is responsible for directing the daily activities of Officers under his/her supervision. The supervision of others in the enforcement, prevention and suppression of criminal and regulatory violations relating to responsibilities under Chapter 570, Florida Statutes, is a unique, highly technical and specialized field of law enforcement requiring independent professional judgement. Activities include, but are not limited to, the supervision and enforcement of agricultural, horticultural, livestock laws, any criminal matter as specified in Section 570.65, Florida Statutes, any regulatory activities authorized by the Florida Administrative Code relating to law enforcement functions of the Department of Agriculture and Consumer Services, and any other related work required. The incumbent is responsible for the supervision of those employees assigned as directed and ensuring the proper and timely disposition of all violations and required reports. The incumbent notifies supervisor(s) of any significant occurrences which affect operations. Each Law Enforcement Lieutenant shall meet the qualifications of law enforcement officers established by Chapter 943, Florida Statutes. Each Law Enforcement Lieutenant is subject to and has the same arrest, jurisdiction and other authority provided for state law enforcement officers in Chapter 901, Florida Statutes. Each Lieutenant also has the same right and authority to carry arms as do the sheriffs of this state.

Requirements

  • Knowledge of law enforcement and investigative principles and techniques.
  • Knowledge of security and safety principles.
  • Skills in writing reports, preparing and presenting training materials, coordinating activities with other law enforcement agencies.
  • Skills in planning, organizing and directing the local law enforcement program.
  • Skills in the operation of assigned equipment such as: firearms, surveillance equipment, radios and handcuffs.
  • Ability to interview suspects and witnesses and to gather and submit physical evidence.
  • Four (4) years of full time sworn law enforcement or sworn investigative experience. College education from an accredited institution can substitute at the rate of 30 semester or 45 quarter hours per year for a maximum of one (1) year of the required experience.
  • Proficiency with Walther 9 mm pistol.
  • Active Florida law enforcement certificate in compliance with Florida Statute 943 or have passed the State Officer Certification Exam (SOCE) prior to date of hire.
  • Must be a United States Citizen.
  • Must be a High School graduate or possess a GED.
  • Must be 19 years of age or older.
  • Must have a valid driver’s license with no more than four moving traffic violations within the past three years.
  • Have not been convicted of driving a vehicle or operating a vessel under the influence of alcohol or a controlled substance within the past five years.
  • Have not used cannabis illegally within the last two years.
  • Have not used any illegal controlled substance, other than cannabis, within the last five years.
  • Have not refused to submit to a breath/blood/urine test within the last five years.
  • Have not been convicted of any felony or any misdemeanor involving perjury or a false statement.
  • Have not been dishonorably discharged from any of the Armed Forces of the United States of America.
  • Good moral character.

Responsibilities

  • Organizes, plans, coordinates, directs and supervises activities of Officers to ensure that departmental goals are obtained and violations relative to Chapter 570, Florida Statutes, are enforced.
  • Schedules and assigns the work of subordinates and reviews schedules to ensure maximum law enforcement coverage and optimum utilization of personnel assigned to the region.
  • Coordinates with supervisors for staffing and equipment needs; supervises critical incidents; recognizes and recommends awards for performance; maintains two way communications between officers and management; identifies officers, corporals and sergeants with leadership traits and mentors accordingly; reviews subordinates’ paperwork; ensures adherence to proper evidentiary procedures; supervises the local field training officer program; works to maintain a high level of morale and motivation; inspects and ensures the operational readiness of the officers’ assigned equipment; performs supervisory inquires on minor incidents.
  • Completes and presents employee performance appraisals for Officers under his/her supervision.
  • Identifies officer, corporal and sergeant deficiencies and initiates corrective training. Resolves personnel matters and initiates disciplinary action when required.
  • Assists supervisor in developing, organizing and implementing policies and procedures as directed.
  • Coordinates activities as directed with state and federal agencies, other divisions within the department, federal, state and local law enforcement agencies and other related entities.
  • Oversees and ensures proper disposition of all violations which are found by Law Enforcement Investigators and Officers under his/her supervision.
  • Initiates and processes correspondence and other required reports pertaining to personnel and the operations of the unit, including accounting for all equipment, supplies and expenditures.
  • Conducts regular meetings with staff to review changes in statutes, rules, policies and procedures. Assists in training of newly hired Officers.
  • Assists with or supervises Officers during special assignments or natural disasters and emergency operations.
  • Responsible and accountable for managing budget/dollars/resources (staff, vehicles, computers, cell phones, etc.) of any assigned programs in an efficient and accountable manner. Responsible for ensuring that assigned program areas have operational procedures and processes which result in accountability and compliance with division and department policies and procedures.
  • Perform other related tasks as required.
