About The Position

Under general direction, assists in planning and coordination of emergency management initiatives throughout the region. Works with TDEM staff, Incident Support Task Force (ISTF) contract members, and stakeholders to perform highly complex (senior-level) consultative services and technical assistance to program staff, governmental agencies, community organizations, or the general public. Work involves marketing, engagement, recruitment and maintenance of the ISTF member contract program while also participating in the planning, developing, researching, training, and evaluation of processes. Responding and coordinating with ISTF contract members to assist jurisdictions in recovering from an emergency or a disaster and to foster resilient communities. Trains, leads, and/or prioritizes the workload of others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Availability for after-hours and weekend work is required. Must have the ability to operate outside of regular working hours during activations in the field, DDEOC, or State Operations Center, and able to deploy from their assigned duty station for extended periods in the aftermath of a disaster without relief or with minimal rest. Salary is a fixed rate. This position is located on-site and not subject to telecommuting.

Requirements

Bachelor’s degree in a related field from an accredited four-year college or university or equivalent combination of education and experience.
Two (2) years of related experience in program development.
Valid Texas Driver’s License.

Nice To Haves

Progressively responsible technical experience in an administrative or planning capacity for an industrial, federal, state, local government, or nonprofit organizations.
Disaster response/recovery experience in a real-world event in a leadership position either with a local government entity or established volunteer organization.
Additional work experience of the type described above may be substituted for the education requirement on a year-for-year basis. Thirty (30) semester hours is equivalent to one (1) year of experience.
A completed advanced degree may also be substituted in lieu of work experience.
Ability to demonstrate poise, tact, diplomacy, and an ability to maintain effective professional relationships with external and internal customers.

Ability to convey technical information in lay terms that can be understood by people with a variety of educational and working backgrounds.

Knowledge of methods of prioritizing, planning, organizing, and carrying out multiple technical projects which frequently are underway simultaneously.
Working knowledge of, or the ability to rapidly assimilate information related to State, and Federal, regulations, legislation, guidelines, policies, and procedures.
Knowledge of the principles and practices of emergency management, disaster preparedness or emergency response.
Must be able to responsibly handle sensitive and confidential information and situations.
Proficiency in Microsoft Office Suite (e.g., Word, Excel, Access, PowerPoint) and Adobe Acrobat.
Skill in operating a variety of office and specialized equipment including a laptop computer with a variety of software, plotter, projectors, camera, GPS device, binoculars, palm device, communications devices such as two-way radio, satellite radio/phone, and other specialized audio-visual equipment within the DDEOC.
May be required to work in adverse environments or weather conditions.
Meet Emergency Management Performance Grant and National Incident Management System training and exercise requirements; completion of designated training courses: ICS-100, IS-200, ICS-300, ICS-400, IS-700, IS-800, T-600, DSO Development, STAR Development, O-305, IS393b, IS403, IS632, IS1000.

Responsibilities

Serve in the primary role as the regional coordinator in the identification, training, and development of local ISTF contract members (formerly TEMAT members).
Coordinate and deliver emergency management and disaster programs and training with ISTF contract members, local governments, emergency response organizations, regional organizations, other state agencies, volunteer groups and private industry.
Advise and assist local officials with ISTF programs, verification of information, development or revision of standard operating procedures and other disaster assistance.
Facilitate, participate in or observe local, state and federal emergency exercises representing TDEM, the ISTF and the state.
Assist ISTF Division, Region, and local emergency management with the verification and identification of capabilities or facilities to aid in disaster recovery (e.g. potential public shelters, reception centers, volunteer centers, donations centers).
Brief appropriate ISTF contract members and officials, as directed, with information during an emergency and throughout the recovery phase.
Coordinate activities with deployed ISTF contract members, work in a Disaster District Emergency Operations Center (DDEOC) or the State Operations Center (SOC) for disaster recovery efforts.
Provide support and guidance to local jurisdictions in the establishment of regional or COG level support teams (LEPC, Regional planning and exercise committees, Community Organizations Active in Disaster, etc.)
Provide liaison support between TDEM, ISTF contract members, local emergency management, local officials, volunteer group representatives, federal agency representatives, and other potential disaster responders.
Perform as a field training officer, in coordination with the Regional VAL, in areas of expertise (e.g. disaster accounting, social media, debris management, donations management, volunteer management, etc.) and mentor ISTF contract, TDEM staff, and others.
Assist in the training and, when needed, gathering of data for the initial damage surveys and needs assessment for disasters; prepare situational awareness reports varying in form from free text reports to detailed Disaster Summary Outlines.
Performs related work as assigned.
Face-to-face and person-to-person interactions are required.
Maintains a regular course of attendance during assigned work schedule and work extended hours as needed.
Availability for after-hours and weekend work is required.
Must have the ability to operate outside of regular working hours during activations in the field, DDEOC, or State Operations Center, and able to deploy from their assigned duty station for extended periods in the aftermath of a disaster without relief or with minimal rest.
Ability to travel (60%).
