Regional Facilities Manager

The Scion Group•Chicago, IL

About The Position

The Regional Facilities Manager (RFM) is the senior facilities leader responsible for operational performance, asset health, compliance, and cross-functional collaboration across a regional portfolio of properties. The role is based in Florida, Georgia, or South Carolina and requires regular travel to the assigned portfolio. The RFM leads and governs facilities operations by owning regional systems, standards, performance oversight, and development of facilities leadership capability; the position is not intended to supplement site staffing or act as a regional technician. The RFM bridges site execution with regional and corporate strategy, partnering with Facilities Managers, site teams, Operations leadership, Asset Management, Capital teams, Human Resources, and vendors. The role does not have formal direct reporting authority, but is expected to lead facilities performance and work with leadership to address concerns. Success is measured by consistent facilities performance, capable and developed Facilities Managers, reduced repeat and reactive maintenance, strong compliance, asset longevity, and stable operations that do not rely on constant intervention or the RFM’s physical presence.

  • 2–3 years of compliance and life-safety expertise.
  • 2 or more years using job performance analytics tools.
  • Multifamily or commercial facilities experience.

Responsibilities

  • Own regional facilities performance, including work-order volume, completion speed, aged backlog, repeat issues, preventive maintenance compliance, facility condition, asset health, and longevity.
  • Set consistent regional facilities priorities, standards, and decision-making, and translate corporate objectives into executable plans for Facilities Managers.
  • Ensure identified facilities issues are documented, executed, and resolved.
  • Provide functional leadership and subject-matter expertise to Facilities Managers and site maintenance teams; establish performance expectations and conduct weekly KPI check-ins and monthly performance and development discussions.
  • Monitor Facilities Manager performance using data, site engagement, and trend analysis; identify skill gaps, execution challenges, and role misalignments; develop corrective action recommendations with Operations leadership and Human Resources; and support succession planning and talent development.
  • Design, implement, and enforce regional workflows, processes, and SOPs, promoting consistency without micromanagement through BI tools, reporting, automation, and attention to trends, outliers, and repeat failures.
  • Validate operational execution through data review, reporting, regular site engagement, structured follow-up, and accountability. Provide hands-on intervention for training, stabilization, or escalation without replacing Facilities Manager ownership or ongoing site execution.
  • Own the regional preventive maintenance strategy across HVAC systems, appliances, life-safety systems, and building infrastructure.
  • Ensure asset tracking, documentation, and lifecycle planning, and extend asset life through disciplined planning and monitoring.
  • Partner with Asset Management and Capital teams on scope development, project oversight, and execution validation, excluding day-to-day capital ownership.
  • Partner with Operations leadership on budget planning and forecasting; monitor spending against operational performance; help Facilities Managers understand financial impacts and cost drivers; and drive cost efficiency through vendor strategy, inventory planning, and regional resource allocation.
  • Align facilities decisions with net operating income (NOI) and long-term asset strategy.
  • Vet, approve, and manage vendors; ensure consistency in pricing, scope, quality, and safety; and review and level bids.
  • Oversee minor and mid-size repair projects and compliance-driven work, and partner with the Capital Department Project Team on portfolio capital projects.
  • Conduct structured site visits, including facility and operational assessments, Facilities Manager and General Manager leadership alignment evaluation, and SWOT analysis; establish priorities, ownership, timelines, and documented follow-up.
  • Partner with Operations leadership to jointly own outcomes: Facilities owns technical execution and facilities performance, Operations owns financial outcomes, and both share accountability for resident impact.
  • Represent Facilities consistently, advocate for site-level needs, and present issues with clear problem statements, options, and recommendations.
  • Provide 24/7 on-call availability for emergency response.
