About The Position

Clatsop Behavioral Healthcare (CBH) is seeking a full-time Recovery Services Program Manager. This role primarily oversees the Substance Use Disorder team's activities, including outpatient treatment, drug treatment court, medication-assisted treatment, and recovery ally services, with a focus on sober housing support. CBH promotes work-life balance with a 4-day, 9-hour work week and has increased wages. The position involves managing programs, supervising staff, collaborating with leadership on growth and development, community outreach, and ensuring clinical services are effective.

Requirements

  • CADC II
  • Knowledge or ability to learn about Medicaid, Oregon Health Authority (OHA), and related State and Federal healthcare regulations to include Oregon Administrative Rules (OARs) and statutes.
  • Excellent oral and written communication skills.
  • Strong attention to detail, highly organized.
  • Knowledge of the Health Insurance Portability and Accountability Act (HIPAA) and the importance of maintaining confidentiality.
  • Ability to pass a criminal background check.
  • Have and maintain an Oregon or Washington Driver’s license and meet the agency’s insurance standards.

Responsibilities

  • Overall management and coordination of outpatient substance use disorder treatment, drug treatment court, medication-assisted treatment, and recovery ally services, including sober housing support.
  • Managing and coordinating necessary referrals within and outside of the organization.
  • Supervising the Medication Assisted Treatment Clinic.
  • Working with Director of Recovery Services and CBH leadership on program growth and development, including curriculum oversight, implementation, increasing referrals and client base, community outreach and engagement.
  • Supervising the Recovery Ally Lead in managing and supporting the recovery ally/peer support team.
  • Providing oversight, supervision, and support to the Recovery Ally Team Lead.
  • Overseeing Recovery Ally responsibilities and SUD services connected to CBH-supported sober living facilities, including managing referrals, assisting with resident conflict resolution, and ensuring clinical curriculum implementation.
  • Ensuring clinical services are efficacious.
  • Engaging community partners in processes related to sober living units.
  • Facilitating Agate House Committee meetings and processes.
  • Providing individual and group supervision to team members, covering clinical standards of care, documentation compliance, caseload/utilization management, productivity, and credential supervision.
  • Maintaining record/documented supervision notes of all assigned staff and ensuring appropriate storage and access.
  • Developing work schedules and approving timecards.
  • Facilitating and/or participating in regular team and leadership meetings.
  • Maintaining client confidentiality and adhering to ethical standards.
  • Facilitating crisis response for in-clinic situations.
  • Working in partnership with the OP MH Program Manager to ensure the clinician of the day schedule is up-to-date, implemented, and effective.
  • Managing, updating, and submitting all required reports for SUD programs on time.
  • Working in partnership with all CBH program managers and providing backup coverage as needed.
  • Ensuring supervised staff follow work compliance and performance expectations, utilizing progressive discipline as needed in partnership with CBH HR Director and Director of Intensive Services.
  • Providing direct services and coverage for assigned programs as needed.
  • Assisting in recruiting and hiring for open agency positions as needed.
  • Performing other duties as assigned.
