About The Position

The City of Springfield is seeking applicants for the position of Records Manager within the Office of Public Utilities, Division of Regulatory Affairs. This role is responsible for developing, processing, tracking, and filing utility ordinances, coordinating reviews, and reviewing purchasing contracts. The Records Manager will maintain utility records databases, inventories, and retention schedules, oversee secure storage and disposal of records, and support FOIA responses. This position also assists with other purchasing and regulatory functions as directed.

Requirements

  • Knowledge, skills, and mental development equivalent to the completion of two years of college.
  • Two years of progressively responsible administrative experience.
  • Two years of records management or inventory experience, or an equivalent combination of education and experience.
  • Paralegal training or a paralegal degree.
  • Familiarity with local records management practices, City of Springfield and utility policies and procedures.
  • Valid Class D driver’s license.

Responsibilities

  • Develop, process, track, and file utility ordinances.
  • Coordinate reviews with utility leadership, City Corporation Counsel, and the City Clerk.
  • Review small-purchasing contracts for compliance with City and departmental standards.
  • Maintain utility records databases, inventories, and retention schedules in compliance with City and State requirements.
  • Oversee secure storage and authorized disposal of utility and telecommunications records.
  • Support FOIA responses.
  • Assist the Regulatory Affairs Operations Manager, Regulatory Affairs Director and Chief Utility Engineer with other purchasing and regulatory functions as directed, including research, document review, filing, legislative and liaison activities.
