About The Position

The Department of Healthcare and Family Services (HFS), Division of Finance, Bureau of Fiscal Operations is seeking to hire a Receipts and IV-D Distribution Section Manager. This position is responsible for planning, directing, and evaluating cash receipts, child support receipts and distribution, controls, and reporting of monies received by HFS as mandated by federal and State regulations. The section manager directs and represents BFO in development of ongoing communication with the Division of Child Support Services (DCSS) and Department of Innovation and Technology in all matters relating to compliance with federal regulations and developments and enhancements to Key Information Delivery System (KIDS) and recommends, develops, and implements new and revised programs, policies and procedures related to child support programs, receipts, and refunds for non-child support programs to monitor fiscal coordination. This position also plans and monitors the development and implementation of special projects regarding child support, drug rebate, and related systems and operations for the Bureau and evaluates policies and procedures affecting the Department’s accounting system and departmental accounts receivable. Requirements

  • Requires knowledge, skill, and mental development equivalent to the completion of four (4) years of college, preferably with courses in fiscal management, accounting, and budgeting
  • Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in a public or business organization, preferably with fiscal management, accounting, and budgeting experience
  • Requires the ability to pass a national background check prior to employment due to accessing confidential tax information
  • Requires the ability to utilize and maintain state issued equipment such as a laptop
  • Requires the ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties

Nice To Haves

  • Three (3) years of experience assuming fiscal management responsibilities for public and private programs ensuring compliance with Federal and State Statutes, Rules and Regulations
  • Three (3) years of experience working with the principles of governmental accounting, program budgeting and statistics
  • Three (3) years of professional supervisory experience with management and leadership skills
  • Three (3) years of administrative experience working with large fiscal systems
  • Three (3) years of experience making decisions involving significant amounts of money and justifying/supporting those decisions
  • Three (3) years of experience in the development and management of a major program
  • A master’s degree in business administration, finance, public administration, accounting, economics, and/or certifications in actuary science
  • Three (3) years of experience with accounts receivable
  • Three (3) years of experience utilizing Microsoft Access, Excel, Word, PowerPoint, Adobe Acrobat, WebEx, and internet research

Responsibilities

  • Serves as the Receipts and IV-D Distribution Section Manager for the Illinois Department of Healthcare and Family Services (HFS), Division of Finance, Bureau of Fiscal Operations (BFO) by planning, directing, and evaluating cash receipts, child support receipts and distribution, controls, and reporting of monies received by HFS as mandated by federal and State regulations
  • Serves as full-line supervisor
  • Directs and represents BFO in development of ongoing communication with the Division of Child Support Services (DCSS) and Department of Innovation and Technology in all matters relating to compliance with federal regulations and developments and enhancements to Key Information Delivery System (KIDS)
  • Recommends, develops, and implements new and revised programs, policies and procedures related to child support programs, receipts, and refunds for non-child support programs to monitor fiscal coordination
  • Plans and monitors the development and implementation of special projects regarding child support, drug rebate, and related systems and operations for the Bureau
  • Evaluates policies and procedures affecting the Department’s accounting system and departmental accounts receivable
  • Interprets rules and regulations relative to the operation of the Section
  • Reviews and coordinates audit reports by external and internal auditors and explains to representative each how KIDS and the accounts receivable system works financially and are balanced and auditable
  • Performs other duties as required or assigned that are reasonably within the scope of the duties enumerated above
