About The Position

The Division of State Property (DSP) serves as the central hub for State property oversight, guiding the full lifecycle of State assets from acquisition and construction to management and disposal. This position, reporting to the Office of the State Architect, is responsible for providing Statewide Authority, including reviewing and approving over 400 private landlord leases and 125+ interagency leases statewide. The role involves procuring and serving as the primary point of contact for the Real Estate Services Consultant (“Broker”). By utilizing technical real estate experience, this position develops and implements State templates for all State Agencies and Institutions of Higher Education to contract their real estate needs, including leases, licenses, easements, and purchase/sale agreements. The position also assists and works with the P3 Collaboration Unit.

Requirements

  • At least eight (8) years of relevant experience in commercial real estate brokerage, real estate asset management or property management and related to the work assigned to this position.
  • An active Colorado Real Estate Broker License.

Responsibilities

  • Serves as statewide authority and subject matter expert for all real estate transactions for State Agencies and Institutions of Higher Education.
  • Prescribes uniform standards for office space and approves any acquisition or utilization of real property that requires expenditures of state or federal funds, regardless of whether the acquisition is by lease, lease-purchase, purchase, gift or otherwise.
  • Procures and serves as the main point of contact for the State’s Real Estate Services Consultant.
  • Evaluates the consultant’s performance and reviews broker’s financial analysis of each lease or purchase proposal.
  • Works with State Consultant to clearly determine long and short range strategic planning with regard to real estate asset management.
  • Acts as a central approver for all real property transactions, ensuring compensation is fair and reasonable and documents comply with applicable statutory and regulatory requirements.
  • Creates and updates real estate standard contracts such as the State lease form (Gross, Base Year & NNN), purchase / sale agreements, easement agreements, estoppel and subordination non disturbance attornment agreements.
  • Develops and maintains policies regarding centralized policy/procedures manual, removal of property tax from State leased space, and guidelines for underutilized assets.
  • Educates stakeholders, provides technical advice, analysis and recommendations to State contacts on fiscal rules, approval processes, and policies/procedures.
  • Works with the State Broker and the State Architect to develop strategic plans with regard to asset management for Agencies and Institutions of Higher Education.
