About The Position

Join the Washington State Office of the Insurance Commissioner (OIC) and play a vital role in supporting an agency dedicated to protecting consumers, safeguarding the public interest, and strengthening Washington's economy through fair and effective insurance regulation. As a Fiscal Analyst 1, you'll be at the center of the agency's purchasing and fiscal operations, helping ensure that public resources are used responsibly and efficiently. From coordinating procurements and managing vendor relationships to supporting employee training and serving as a key backup for essential fiscal functions, you'll contribute to the smooth operation of an agency that impacts millions of Washingtonians. This is an excellent opportunity for someone who enjoys problem-solving, attention to detail, collaboration, and public service. You'll work closely with staff across the agency, gain valuable experience in state procurement and fiscal processes, and help ensure that critical resources, services, and training are available to support OIC's important mission. This is a Washington General Service position.

Requirements

  • 18 quarter or 12 semester hours of accounting, auditing, or budgeting.
  • One year of full-time (40 hours per week or equivalent) fiscal-related experience within a finance, accounting or payroll office.
  • Basic level Microsoft Office Outlook, Word, and Excel skills.

Nice To Haves

  • Bachelor’s degree in a financial-related field.
  • Six months experience researching and applying regulations, rules, procedures and/or policies pertaining to job functions, including demonstrated ability to identify errors or discrepancies.
  • Knowledge of and experience in the development of purchasing, procurements and/or contract documents.
  • Basic Adobe Acrobat skills.
  • Knowledge of Travel and Expense Management System (TEMS) and OFM travel policy as outlined in SAAM.
  • Ability to use a 10-key calculator and/or adding machine.

Responsibilities

  • Review purchase requests, ensure appropriate authorized signatures and compliance with purchase authorities.
  • Prepare purchasing documents for approval.
  • Once approved, place the order with the appropriate vendor and ensure orders are received.
  • Track, monitor and maintain agency service level agreements (SLA’s), coordinating with customers to renew or cancel.
  • Maintain a log of all training requests received, including tracking in-house registrations and staff notifications.
  • Process all training requests to ensure enrollment and payment.
