About The Position

The North Carolina Department of Commerce, Division of Public Staff in Utilities Commission, is looking for a Public Utilities Regulatory Analyst I. The primary purpose of this position is to perform work activities of the Public Staff Accounting Division on cases and projects involving utilities regulated by the North Carolina Utilities Commission. The positions specializes in accounting work examining financial records of utility companies with complex financial structures and accounting systems. The position provides an excellent opportunity for motivated individuals who are ready to engage with other service-oriented professionals and contribute to the work of the Commission. This is a full-time position (40 hours per week) with State Benefits, including health insurance, as well as retirement.

Requirements

  • Knowledge of Generally Accepted Accounting Principles, investor-owned utility accounting practices and regulatory accounting matters, including the Uniform System of Accounts and FERC Chart of Accounts.
  • Experience in auditing and examining accounting and financial records and reports of public utilities (e.g. plant in service, depreciation, taxes, operation and maintenance expenses, administrative and general expenses, ROI, general ledger, etc.) and identifying and researching and reviewing policy, procedures, and regulations for resolution.
  • Experience identifying changing requirements and problems regarding account structures/reports, accounting systems.
  • Ability to establish and maintain cooperative and effective relationship with fellow employees, regulators, utility representatives, other state and federal officials, and utility customers.
  • Excellent written and oral communication skills to effectively communicate complex regulatory accounting matters to the Commission and third parties.
  • Bachelor’s degree in accounting, banking, finance, business administration, public administration, economics, or related discipline from an accredited institution and one year of directly related experience; Or; An equivalent combination of education and experience.

Responsibilities

  • Responsible for investigating and auditing the financial transactions and accounting practices of regulated public utilities.
  • Auditing and investigating rate adjustment filings by utilities.
  • Writing testimony, affidavits, and other documents.
  • Preparing supporting schedules for filing and presentation to the Utilities Commission regarding rate base adjustments, revenue requirements, rate design, appropriate accounting treatment of capital/expense items, establishment and compliance with regulatory conditions, utility tax treatment, affiliate contracts, and other accounting/financial findings.
  • Compiling, monitoring, auditing, and examining financial and/or program information sources for accuracy, integrity, and conformance to rules and regulations.
  • Testifying before the Utilities Commission regarding all work performed on a given case.
  • Preparing complex fiscal analysis and reports; and conducting cost accounting studies.
