Come be a part of Mecklenburg County’s Public Health department’s vision to “assure the health and safety of our diverse and changing community today and for future generations.” This position supports the Laboratory and Clinical Service Areas to monitor compliance with Quality Assurance (QA) operations/policies and Compliance and Risk operations/standards within Public Health Clinical Service Division. Will design, implement and maintain Quality Assurance (QA) result tracking system to ensure evidence of defined workflow processes in clinical and laboratory service delivery are met with success. Will collaborate with the Nursing Director, Medical Director(s) and Program Director(s) to ensure resulting processes meet medical, nursing, and operational standards to enhance service delivery and minimize medical risk. Will provide on-going support to laboratory and clinical staff to ensure operational success. Provides recommendations and strategies to improve notification process of laboratory results. This position maintains a safe environment and performs all job-related responsibilities in a safe manner. All Registered Nurses employed by the Mecklenburg County Health Department are Public Health Nurses. Public Health Nurses, regardless of official title or classification, may provide nursing services during urgent and/or emergent public health events. These services include, but are not limited to, administration of immunizations for various ages and groups, mass medication distribution, and provision of health services in shelter environments.

Requirements

  • Minimum of two years of public health/community health nursing or relevant experience.
  • Graduate from an accredited/approved nursing education program.
  • Non-BSN incumbents are required to complete state Public Health nursing coursework and exams within a year of hire.
  • Current license to practice as a Registered Nurse (RN) in NC issued by the NC Board of Nursing or another Nurse Licensure Compact State.
  • Certification in Basic Life Support (BLS) for Healthcare Providers (CPR & AED) by the American Heart Association that is valid for at least 90 days after hire.
  • Maintenance of BLS certification is required.
  • May require a valid North Carolina or South Carolina Driver's License.
  • May require County Driving Privileges.
  • May require an Annual Motor Vehicle Record (MVR) check.

Nice To Haves

  • Bachelor's degree or higher with two (2) years of relevant experience and required program specific certifications.
  • Bilingual experience.
  • Expertise in clinical QA/QI tools and ability to lead application of those tools across programs.
  • Certified in Quality Assurance or Quality Improvement.

Responsibilities

  • Design, implement and maintain Quality Assurance (QA) result tracking system to ensure evidence of defined workflow processes in clinical and laboratory service delivery.
  • Collaborate with the Nursing Director, medical Director(s) and Program Director(s) to ensure resulting processes meet medical, nursing, and operational standards to enhance service delivery and minimize medical risk.
  • Provides on-going support to laboratory and clinical staff to ensure operational success.
  • Ensure compliance with agency policies, procedures, and protocols, as well as Board of Nursing laws, rules, and standards.
  • Develops and maintains ongoing policy and protocols to ensure compliance with laboratory and clinical resulting.
  • Provide health services in accordance to standing orders and/or specific orders from health care providers.
  • Utilize nursing process in care delivery.
  • Perform administrative duties as needed and maintains accurate, detailed reports and records.
  • Consult and coordinate with healthcare team members to assess patient care plans.
  • Develop, evaluate, implement, and/or modify plans of care (e.g., standardized treatment plans, individualized health care plans, or emergency action plans).
  • Consult with institutions or associations regarding issues or concerns relevant to the practice and profession of nursing.
  • Refer patients to specialized health resources or community agencies.
  • Provide or arrange for training or instruction of auxiliary personnel.
  • Complete orders from an Advanced Practice Practitioner (APP) (program specific).
  • Provide health counseling and treatment under standing orders, and/or referral to the appropriate physician or clinic.
  • Instruct individuals, families, or other groups on health education/promotion topics.
  • Assess the needs of individuals, families, or communities, including assessment of individuals' home or work environments, to identify potential health or safety problems.
  • Provide healthcare, first aid, specified laboratory tests, immunizations, screenings, or health services in locations such as clinics.
  • Comply with infection control programs, advising or consulting with specified personnel about necessary precautions.
  • Participate in the orientation and competency assessment of newly hired staff.
  • Perform equivalent job responsibilities of other nurses within program area.
  • Respond in cases of urgent and/or emergent events that require public health interventions.
