About The Position

MANTECH International Corporation seeks a motivated, customer-oriented Proposal Staffing Lead for a fully remote position supporting complex Federal proposals. The role leads the end-to-end development of compliant, competitive, and compelling staffing plans and related analyses, aligning staffing architecture with technical solutions, cost structures, and Government labor category requirements. The position works across capture, solution, pricing, and proposal management teams and leads a small team developing staffing plans, matrices, position descriptions, labor requirements, and supporting analytic products. The role also supports formal proposal reviews and oral presentations.

Requirements

Bachelor’s degree and 9+ years of direct experience in Federal Government contracting, capture, or proposal development, including at least 5 years leading proposal staffing architectures, LCAT mapping, BOE development, or recruiting; alternatively, 6 additional years of relevant experience may substitute for the degree.
Proven experience developing BOEs, aligning labor rates, and ensuring staffing-to-cost consistency across proposal artifacts within Shipley milestone review structures.
Advanced Excel proficiency, including tables, formula lookups, dynamic arrays, pivot tables, and charts.
Foundational Excel VBA programming skills.
Working knowledge of Gemini AI, including prompting and GEM creation, for automating draft position descriptions and labor mapping.
Proficiency in MS Word and MS PowerPoint.
U.S. citizenship and ability to obtain a Secret Clearance.
Ability to remain stationary 50% of the time, occasionally move around an office to access file cabinets and office machinery, and frequently communicate and exchange accurate information with co-workers, management, and customers, including through presentations.

Nice To Haves

Master’s degree in Operations Research, Data Analytics, Systems Engineering, or Technical Management.
12+ years of total professional experience in leadership or management roles spanning federal contracting, program execution, technical solutioning, or recruiting.
Prior military service at O-4 or Senior Enlisted level, or mid-to-senior-level Federal Civilian experience equivalent to GS-14/15, with senior staff, manpower planning, or organizational force structure experience.
Experience developing staffing plans for large acquisitions of $300M or more.
Advanced scripting experience with Python, Google Apps Script, or advanced VBA.
Data visualization experience with Power BI, SQL, and relational databases.
Secret Clearance.

Responsibilities

Lead a small team developing proposal staffing plans, matrices, position descriptions, individual labor requirements, and supporting staffing analytic products that complement proposed technical solutions and differentiators.
Coordinate with Proposal Key Personnel, Operational SMEs, Business Sector stakeholders, and SPG co-workers to ensure staffing artifacts and deliverables support the proposed technical solution.
Align proposed positions to contract labor categories in coordination with the Lead Pricing Analyst.
Brief sector leadership and proposal teams during standups and reviews on staffing progress, risks, and mitigations.
Collaborate with Pricing on Basis of Estimate development, labor rates, Service Contract Act/Davis-Bacon compliance, and staffing-to-cost consistency across proposal artifacts.
Formulate draft questions and answers regarding government labor requirements for Proposal Leadership review.
Prepare and lead reviewer comment adjudication for formal Shipley Color Reviews, including Pink, Red, and Gold Teams.
Support oral proposal presentations and formal Government Q&A sessions.
