About The Position

Infrastructure Ontario (IO) is seeking a Project Services Manager (PSM) for a 12-month fixed-term contract. The PSM will support governance initiatives related to a Master Services Agreement (MSA) contract, ensuring oversight of quality, on-time, and on-budget delivery of assigned projects and programs. This role also involves supporting operational planning for asset renewals across the province’s general real estate portfolio, leasehold improvements, and other client ministry initiatives. The ideal candidate will have experience in the day-to-day oversight of projects of varying complexity and in engaging with client teams, service provider leaders, client ministries, and internal business units. This position offers flexibility to work from various IO office locations across Ontario.

Requirements

  • Substantial experience in a Project, Program, or Portfolio Management role in the construction industry, with experience overseeing the implementation of various low, medium, and high-complexity projects delivered by an outsourced Service Provider across a diverse real estate portfolio.
  • Post-secondary education in a related discipline, with a concentration in real estate or project management, or working knowledge of construction industry practices and regulations, Construction Act, building codes, municipal by-laws, environmental legislation, and occupational health and safety legislations.
  • Experience in preparing, comprehending, and presenting reports that contain technical and financial data related to a portfolio of projects.
  • Ability to tailor reporting from project-level to executive-level requirements.
  • Interpersonal skills required to establish and maintain effective partnerships with clients.
  • Ability to collaborate and build strong working relationships with a variety of internal and external stakeholders.
  • Effectively work as part of a cross-functional team through influencing without authority.
  • Strong written and verbal communication skills, including effective business writing for the purpose of negotiating, leading challenging conversations and managing conflicting project stakeholder priorities.
  • Ability to quickly gauge organizational dynamics and adjust written and verbal communication to suit different audiences.
  • Ability to conceptualize large amounts of information and distill it to key data-driven insights and conclusions.
  • Ability to quickly collect and analyze available information into concise reports, executive summaries, and recommendations to solve an issue or move forward with work.
  • Ability to work in various geographical regions in Ontario.
  • On-site project vigilance and travel will be required.

Responsibilities

  • Govern and hold accountable the outsourced Service Provider for the successful delivery of assigned projects, programs, and other initiatives in accordance with the MSA and its related policies, procedures, and guidelines.
  • Contribute directly to client satisfaction, budget, scope, and schedule adherence.
  • Assist with contract management oversight initiatives for the overall MSA contract.
  • Assist various project stakeholders in achieving practical solutions to project challenges.
  • Act as the client’s single point of contact for all project escalations.
  • Lead strong client-focused team relationships to successfully facilitate the completion of the project lifecycle processes and deliverables as defined in the MSA.
  • Manage on-site escalations in person as required.
  • Interface with necessary stakeholders to achieve optimal project resolutions.
  • Report on project and program status as well as risk management to the Senior Project Services Manager and Director, as required.
  • Utilize Infrastructure Ontario’s Project Management Information System (PMIS) for document management, reporting, review, and action of required project workflows and deliverables.
