About The Position

The Program Manager will be responsible for directing, coordinating, and monitoring the activities of the program through managers and supervisors to ensure total support of operations. This includes overseeing administrative procedures, managing subcontractors, and personnel assigned to the contract. The role involves establishing and approving program operating procedures, policies, and instructions to ensure proper data flow and direction. A key aspect of this position is ensuring all assigned personnel meet minimum qualifications, possess necessary clearances and certifications, are in good health, and have the required tools and training. The Program Manager will serve as the primary contact point between Government counterparts and the Company for contractual and technical matters, ensuring standardization of maintenance management functions and procedures across all sites. Responsibilities also include the preparation, accuracy, and adequacy of all technical reports, data, and documentation submitted to the company and Government, as well as reviewing official contract correspondence. The role requires reviewing and analyzing expenditure, financial, and operations reports to ensure contractual requirements are met and all applicable standards are adhered to. Evaluating existing systems and methods for improvements in capability and cost-effectiveness, and coordinating implementation plans with the government are also key duties. The Program Manager will enforce administrative policies, procedures, safety rules, and government regulations, including labor laws, OSHA, and EPA standards, and ensure adherence to established procedures. Other duties and special tasks as assigned by the Vice President of CNATRA Programs will be performed.

Requirements

  • Must have experience in maintaining a high operational tempo of multiple squadrons of aircraft across 2 different Naval Air Stations.
  • Extensive familiarity in different maintenance levels.
  • Strong, effective communication skills working with Collective Bargaining Agreements with unions.
  • Must be customer oriented.
  • Must possess extensive working knowledge of complex maintenance and operational requirements.
  • Must possess management skills necessary to astutely and uniformly exercise authority with the commensurate responsibility for directing assigned personnel and operations in accordance with established policies and procedures, program wide.
  • Requires knowledge and commitment to established QC practices/procedures.
  • Requires the ability to relate harmoniously with all individuals contacted, both within and outside of the company.
  • Must be able to communicate complex matters clearly and concisely, both verbally and in writing.
  • Must be available for travel as required.
  • Have 15+ years combined aircraft maintenance leadership/managerial experience (USN/USMC experience preferred), Group or Squadron Commander, or Aviation Maintenance Manager and have in-depth skills in analytical and evaluative techniques to identify, consider, and resolve issues or problems concerning efficiency and effectiveness of program operations.
  • Possess an in-depth comprehension of large-scale aircraft maintenance organizations and the functions and operations of other Wing/base activities.
  • Possess an in-depth understanding of personnel management policies, practices, and procedures. This shall include the ability to adjust work operations to meet emergencies, the ability to change program or production requirements within available resources with minimum sacrifice of quantity or quality of work, and the ability to establish program objectives or performance goals and assess progress toward their achievement.
  • Experience of analyzing comprehensive maintenance evaluation results and making significant operational course corrections based on that data to ensure high quality maintenance consistently provided steadfast leadership.
  • Knowledge to evaluate and use a continuous process improvement program to guarantee effective operations.
  • Experience in performing contractual, financial and administrative work, to include project controls, strategic management procedures and engagement in senior level communications.
  • Professional verbal and written communication skills for interaction with executive decision makers, composing job descriptions, proposals, presentations and customer interactions.
  • Demonstrated ability to work in a customer-facing role and as a collaborative member of a diverse team.
  • Ability to maintain confidentiality of sensitive information.
  • Either possess a Secret (or higher) Clearance or the ability to attain and maintain said clearance

  • Experience in aircraft maintenance encompassing task qualification and certification requirements, implementation of quality control procedures, and coordination of logistics planning to ensure safe, compliant, and efficient maintenance operations.

Responsibilities
