About The Position

The Adult Mommy-and-Me Residential Program at The Center for Great Expectations (CGE) offers trauma-informed treatment and supportive services to pregnant and parenting women facing substance use and co-occurring mental health challenges, ensuring mothers and children remain together. CGE is looking for a Program Manager who is passionate about behavioral health, dedicated to trauma-informed care, and eager to lead a team and a program that significantly impacts the lives of women and families. This role involves championing CGE's Relational Recovery Model, enhancing the quality of care, developing and supporting staff, building community partnerships, and creating an environment conducive to healing, growth, and independence for residents. The Program Manager, reporting to the CEO, will provide leadership and operational oversight for the program, ensuring high-quality, compassionate care aligned with CGE's mission. The ideal candidate is a compassionate and confident leader capable of balancing the needs of residents, staff, and the organization, fostering strong relationships, managing challenging situations, and motivating the team to deliver exceptional care.

Requirements

LCSW or LPC, LCADC and Supervision Certification with minimum of two years’ experience in residential recovery treatment.
5+ years’ experience in leadership role in nonprofit, government, or philanthropy with 2+ years’ experience in supervisory capacity.
Minimum of five (5) years’ experience in addictions services.
Knowledge of grant-funding, required reporting, and ability to assist grant writer with programmatic input for RFPs.
Excellent organizational and interpersonal skills with friendly and professional demeanor.
Passion for CGE’s mission and purpose and an ability to communicate this passion to others.
Comprehensive working knowledge of program planning, organizational structure, budgeting, and administrative operations.
Team player approach.
Strong organizational, project management and problem-solving skills with impeccable multi-tasking abilities.
Ability to be flexible to the daily changing needs within the community and to handle obstacles with compassion and resolve.

Responsibilities

Implement a trauma-informed substance abuse treatment program for pregnant and parenting women with co-occurring disorders.
Provide individual and group therapeutic sessions.
Participate in weekly multidisciplinary team conferences for development and revision of treatment plans.
Conduct assessment/intake of pregnant/parenting women with substance use disorders in order to ensure appropriate admission to the program.
Oversee delineation and removal of client privileges.
Lead and participate in program, committee and clinical staff meetings as indicated.
Facilitate appropriate discharge upon completion of program.
Ensure the delivery of proper case management for all residents, especially as it pertains to legal system and referral sources.
Maintain records as required by organization policies and regulatory/accrediting agencies. Ensuring that OOL plans of correction, licensing deficiencies and complaint reports are addressed as specified by OOL.
Maintain program census through effective liaisons with referral sources.
Maintain referral tracking, data collection and program service statistics.
Participate in establishment and implementation of program policies and procedures, including client’s rights and ensuring they are shared with governing authorities.
Participate in program evaluation and ongoing efforts to enhance quality of services and all operational functions such as managerial, personnel, fiscal and reporting requirements of the facility.
Attend relevant local and state meetings as a representative of the agency.
Oversee and conduct random drug screens.
Participate in and implement training programs to enhance teamwork, team collaboration, communication and program development.
Developing, implementing, and providing administrative oversight of a volunteer services program.
Provide clinical supervision to interns and/or CGE staff clinicians.
Facilitate residential groups and oversee weekly activities.
Provide administrative oversight of the facility.
Ensure the development, implementation and enforcement of all policies and procedures as required under this chapter, including client rights.
Plan and administer all operational functions including managerial, personnel, fiscal and reporting requirements of the facility.
Develop an organizational plan and ensure that facilities and services are consistent with the organization's mission, while monitoring their effectiveness.
Establish and implement a formal quality assurance program that is comprehensive and integrated with the facility's programmatic quality assurance plans and programs; address all levels of treatment programming and client care; ensure that all personnel are assigned duties based upon their education, training, competencies, and job description; while utilizing written, job-relevant criteria to make evaluation, hiring and promotional decisions.
Select and hire responsibility for all staff, as well as participate in the determination of staffing issues including, but not limited to, establishing and maintaining policies ensuring references, credentials and criminal history background checks of all prospective staff and making certain that they have been reviewed and verified; developing written policies regarding the employment of family members, past and present governing body members and volunteers; developing written policies regarding hiring staff with past criminal convictions and/or ethical violations that ensure that the convictions/violations do not impact staff ability to perform duties; and developing policies for assessing staff performance, determining employment and termination decisions.
Ensure the provision of timely staff orientation, education, and supervision.
Establish and maintain liaison relationships and communication with facility staff, service providers, support service providers, community resources and clients.
Oversee the development and implementation of policies and procedures, in conjunction with designated staff members, for the various services provided for in this chapter.
Ensure that appropriate policies and procedures developed and implemented under this paragraph are shared with the governing authority.
Ensure that admission interviews with clients are conducted in accordance with the facility's policies and procedures.
Implement and monitor the quality of all services provided at the facility, including the review of program outcomes available through NJSAMS.
When appropriate, share facility outcome data with relevant staff, DMHAS, the Department and, when necessary, the governing authority.
Ensure maintenance of the physical plant as necessary to ensure client and staff safety, and otherwise keep the facility in compliance with all applicable building, fire, and safety codes.
Establish policies and procedures for provision of emergency services to clients, including policies and procedures for broader-based emergency situations resulting from either internal incidents, external incidents, or natural disasters.
Such policies shall include guidelines for the immediate notification to the Department of such situations, a contingency plan with a minimum of explanation of timeframes for service interruption to clients, closure and reopening of a facility and procedures governing the dispensing and, when necessary, monitoring of client treatment medications.
Establish written policies and procedures for non-emergency closures.
Policies established under this paragraph shall include the timely notification to the Department of such closures, the timeframes for service interruption, closures and reopening, and procedures governing the dispensing and, where clinically necessary, monitoring of medications administered to clients.
Facilities shall submit a written request to the Department at least 48 hours before closing for non-emergency reasons.
Facilities shall not close for non-emergency reasons without receiving written approval from the Department to do so.
Identify priority populations (for example, pregnant, intravenous drug users, women with children, HIV, etc.) for admission and treatment as evidenced by protocols, policies, and procedures to provide such treatment services, or where appropriate, referral procedures with interim services available until transfer is completed.
Ensure that plans of correction, licensing deficiencies, and complaint reports are addressed as specified by the Department.
Ensure that such reports are shared with the governing authority in a timely manner.
Develop and implement client safety policies and procedures that include, but are not limited to, forbidding staff to engage in client coercion, sexual harassment, and sexual relationships with clients.
Develop, implement, and provide administrative oversight of a volunteer services program, if the facility along with the governing authority elects to utilize such a program.
Develop and implement management programs to enhance teamwork, team collaboration, communication and program development through staff orientation, education, and supervision.
Supervise and manage performance of Assistant Program Manager.
Share on-call responsibilities with Assistant Program Manager.
Participate in collaboration with Human Resources, HR functions and disciplinary procedures when appropriate.
Interview and approve all new staff candidates.
Attend quarterly staff meetings.
Work as a member of a team to establish and maintain a high level of care, respect for, and communication with residents.
Work cooperatively with all staff members.
Work in a consistently professional manner at all times, which includes, but is not limited to, treating all residents, staff, guests and visitors with dignity and respect.
Share information about resident/client progress, needs, and problems with other staff in accordance with CGE Confidentiality Policy.
Establishing policies and procedures for provision of emergency/non-emergency closures and services to clients, in accordance with the Regulations. Report and submit written requests within 48 hours of all information to DHS where necessary, such closures, the timeframes for service interruption, closures and reopening and procedures governing the dispensing and, where clinically necessary, monitoring of medications administered to clients.
Attend training sessions and conferences as required for enhancement of job skills.
Implement emergency procedures as necessary.
Submit all required reports in a complete and timely manner.
Use NJSAMS for admissions, level of care changes, and discharges.
Staying abreast of all updates to role responsibilities noted in programmatic Regulations implemented by DHS.
Assist with other duties as directed.
