About The Position

DMI is seeking a Program Manager to serve as the primary contractor point of contact for a federal agency client, coordinating tasks, deliverables, and personnel across a multidisciplinary IT support Blanket Purchase Agreement. The role manages delivery execution, stakeholder communication, and risk across concurrent task orders spanning network engineering, cybersecurity, cloud, and application development. The Program Manager oversees multidisciplinary technical teams and systems development, integration, and sustainment activities, including planning and managing work under budget and schedule constraints. The position leads task-order planning and execution, contractor resource and budget management, quality control, risk mitigation, and program reporting. The role is located in McLean, Virginia, and requires an active Secret clearance.

Requirements

At least 7 years of program management experience on federal IT contracts.
Experience managing BPA or IDIQ task-order vehicles in a federal environment.
Experience defining requirements and preparing task proposals, including budget and schedule development.
Experience developing policies, procedures, and work instructions.
Proficiency with project management platforms such as Microsoft Project or Jira.
Strong written and verbal communication skills, including experience briefing senior government executives.
Working knowledge of IT and cybersecurity capabilities.
PMP certification, or at least 10 years of demonstrated program management experience in lieu of certification.
Must possess an active Secret clearance.
U.S. citizenship is required.

Responsibilities

Oversee multidisciplinary technical teams and systems development, integration, and sustainment activities.
Serve as the primary liaison between DMI and the government client, reporting program performance and delivery status to the COR and executive leadership.
Lead project initiation and planning across active task orders, translating business and technical requirements into implementation plans with schedules and milestones.
Manage contractor resources and labor across task orders, assigning work based on skill and availability, forecasting burn rate, and monitoring budget consumption.
Oversee daily execution and deliverable quality, ensuring submissions meet contractual requirements and client standards.
Identify, assess, and mitigate program risks; maintain a risk register and escalate unresolved issues with recommended courses of action.
Prepare and present program status briefings and PMR materials.
Develop and maintain task proposals, policies, procedures, and standard operating procedures.
