About The Position

The Health Affairs Institute at West Virginia University is currently accepting applications for a (Hybrid) Program Manager Senior position. The Health Affairs Institute within the WVU Health Sciences Center provides organizational leadership for collaborative activities involving the Health Sciences Center, the West Virginia Department of Health Services (DOHS) and other partners. These include, among others, providing data analytic support, program evaluation expertise, technical assistance, and project management support for the DOHS and other partners. With office locations in both Morgantown and Charleston, the Health Affairs Institute (OHA) employs over 30 full-time staff and engages numerous faculty and staff from other units of the University to fulfill its service mission to the state. The Senior Program Manager is responsible for program planning and overseeing the successful delivery of the program’s output/product. The Senior Program Manager will demonstrate their ability to professionally manage high-risk, complex, multi-phase programs by communicating project plans internally and with external collaborative partners as required and be proficient in monitoring and controlling program activities, identifying risks, managing issues, and controlling budgets. The Senior Program Manager also oversees other program staff and Program Development and Management Office (PDMO) quality assurance at the direction of the Assistant Director of Program Management. This hybrid role requires occasional in-person work at our Charleston, WV office.

Requirements

  • Master's degree in a relevant field.
  • A minimum of five (5) years of experience in the following:
  • Experience with managing projects professionally
  • Experience and advanced knowledge of computer software including Microsoft Office Suite and Adobe.
  • Knowledge of State, Board of Governors, and University policies and procedures.
  • Any equivalent combination of related education and/or experience will be considered.
  • All qualifications must be met by the time of employment.
  • Experience speaking/writing effective, clear & concise reports
  • Experience researching, collecting data to form reports and make recommendations
  • Ability to perform financial calculations, and prepare/maintain financial reports, analysis, and summaries for a large customer base.
  • Ability to apply judgment, discretion, and initiative in coordinating many different and complex tasks, determining the relative importance of each, setting deadlines, and completing it in a timely manner.
  • Ability to accurately prepare and analyze complex data and communicate to a wide variety of faculty and administrators in lay terms.
  • Ability to establish priorities and allocate resources among those priorities and achieve results in a complex academic setting.
  • Ability to maintain strict confidentiality in any situation as dictated.
  • Ability to analyze data, solve problems and provide useful reporting tools.
  • Ability to prepare, manage and maintain budgets and financial reports and provide reconciliation reports among clustered accounts.
  • Ability to learn and implement WVU, State, and Federal policies and procedures related to budgetary and grant related matters.
  • Proficiency in reading and interpreting Uniform Guidance and other federal regulations.
  • Must have excellent organizational skills and be able to work with a variety of constituencies and address complex issues in an accurate and timely manner.
  • Must be able to develop, examine and/or re-engineer any policies/procedures needed to meet unique or special challenges occurring within the department while remaining within university guidelines

Responsibilities

  • Oversee program staff as directed by the Director of Program Development and Management Office (PDMO).
  • Applies project management methodology to manage high risk and complex programs in collaboration with a Program Leadership team.
  • Occasionally serves in the primary management leadership role for low-to-medium risk programs that are less complex in nature and under a certain budget threshold.
  • Responsible for managing and coordinating day-to-day productivity and task management on Health Affairs programs in a complex, diverse, and agile environment.
  • Partner with senior executives to define program approach, ensure overall program plans, and provide support for various initiatives.
  • Assist the PDMO Leadership with performing PDMO quality control.
  • Assist in the development and delivery of program management training, mentorship, and guidance to staff.
  • Work closely with WVU, HSC, and Health Affairs leadership to proactively identify and resolve issues that may adversely impact projects.
  • Accountable for meeting all active program milestones and deadlines as outlined in executed Health Affairs contracts.
  • Assists with deliverable development and manages quality assurance processes until deliverable submission.
  • Assist the Project Leadership Team the planning and administering program phase budgets, including controlling program expenses and resource effort management, and forecasting program phase residuals.
  • Assist with process improvement projects to evaluate workflows, and enhance productivity, efficiency, and quality-related issues that impact overall performance as directed by PDMO Leadership.
  • Organize and coordinate Health Affairs programs across internal departments and between external research and development partners.
  • Comprehend internal and external drivers that influence effective operation, management, and execution of HSC resourcing, planning, programming, and budget execution processes.
  • Present analysis and recommendations to decision-makers in an organized manner, including identifying strengths, weaknesses, opportunities, and threats to evaluate operational effectiveness.
  • Provide proper support for all external collaborative and contracted partners as well as Health Affairs research partners.
  • Utilize a network of relationships to collect and disseminate information, build support, and secure buy-in for desired outcomes.
  • Use critical thinking skills to anticipate and mitigate roadblocks to program delivery.
  • Manage vendor relationships including management of the Request for Proposal Process, procurement of vendor scopes of work, reviewing proposals, and monitoring vendor activities to ensure vendor contract obligations are met following the processes and procedures of the PDMO.
  • May develop executive presentations for stakeholder communications on strategic initiatives progress, risks and budget results, review and analyze operational reports, and summarize findings.
  • Track and report project milestones and provide status reports in the selected format at the assigned interval
  • Determine the most efficient and cost-effective means for gathering and analyzing data needed to support development goals and achieve growth through the accomplishment of long-range goals and objectives; define the critical path for management
  • Drive strategic initiatives and manage internal and external relationships to ensure commitments are met, deadlines are realized, and expectations are managed appropriately. May be expected to manage multiple initiatives simultaneously.
  • Conduct or direct special projects as assigned. Acts in other matters and capacities as delegated by the Director of Program Development and Management and/or Assistant Director of Program Management.
  • Monitor compliance and ensure adherence to all federal, state, WVU and PDMO policies and procedures.
